Assam Cabinet Greenlights Dima Hasao Solar Park to Accelerate Rural Electrification

On July 19, 2025, the Assam government approved a landmark ₹5,578 crore solar energy project in Dima Hasao district. The project aims to deliver over 1,000 MW of clean electricity, targeting over 1.5 million homes in rural Assam by 2029.

The government believes this initiative marks a major step in Assam’s clean energy ambitions.

India’s Largest Hill-Based Solar Facility to Take Shape

Officials plan to develop the plant over 2,000 acres of elevated terrain, making it India’s largest hill-based photovoltaic site. Unlike typical flat-land solar farms, this project will feature sloped installations adapted to the region’s topography.

Funding support will come in part from the PM Surya Ghar Yojana.

Local Employment and Economic Upliftment

Chief Minister Himanta Biswa Sarma emphasized that the project isn’t only about generating electricity — it’s about generating jobs.

“We expect over 12,000 direct and indirect job opportunities, especially in rural districts,” he said.

The administration is working with local training councils to equip youth and tribal workers for construction, grid installation, and site maintenance roles.

Government Commits to Eco-Friendly Execution

The government has conducted a full Environmental Impact Assessment (EIA) and plans to involve tribal communities in eco-guarding and reforestation efforts. Teams will also introduce measures to control erosion and preserve wildlife.

Authorities will offer compensation packages to any families displaced due to the land acquisition process.

Reactions From Public, Opposition, and Experts

While many hailed the project as a forward-thinking move, some opposition leaders voiced concerns about displacement and community consultations.

Still, energy experts praised the long-term vision. Dr. Ritika Phukan of Tezpur University remarked:

“This project could set the benchmark for hill-state solar scalability — if implemented transparently and with community involvement.”

What’s Coming Next

The government has outlined a clear timeline:

  • September 2025 – Land acquisition begins
  • 2026–2028 – Construction of power corridors and panel setups
  • Q2 2029 – Project goes fully live and connects to Assam’s rural grid

Officials confirmed that the energy generated will link into the state’s Smart Transmission Corridors, improving reliability in remote areas.

The Dima Hasao solar initiative reflects more than just infrastructure. It signals a shift toward inclusive development, environmental stewardship, and rural empowerment. If the government follows through with its promises, Assam’s bold solar project could inspire other Indian states to rethink how green energy can power lives — not just cities.
