Mizoram Chief Minister Lalduhoma on Monday inaugurated the Smart ATI App, Smart Classroom and Digital Learning Laboratory (DLL) at the Administrative Training Institute (ATI) in Aizawl. The new digital initiatives aim to improve government training and strengthen technology-driven governance across Mizoram.
Lalduhoma said the government wants to transform Mizoram into a “Digital State” by expanding the use of internet and digital technology. Meanwhile, the new Smart ATI App will make training services easier for government employees.

Mizoram Targets Digital Transformation
Speaking at the programme, Chief Minister Lalduhoma said his government is placing greater emphasis on the effective use of digital technology across different sectors.
He said Mizoram’s small population, high literacy rate and growing technology opportunities could help the state achieve its goal of becoming a Digital State.
Since December 2023, the government has developed or started developing 36 digital portals. Of these, 19 are already operational, while four are substantially complete.
Meanwhile, seven portals remain under development and six others are at different stages of implementation.
Smart ATI App to Simplify Government Training
The Smart ATI App will provide a single digital platform for government employees to access information and services related to ATI training programmes.
Through the app, users can view available courses, register for training and check their application status. They can also receive notifications and access attendance records, training history, course materials and certificates.
Moreover, employees can enter their bio-data and service details once. The system can then use the information for future training programmes, eliminating the need for repeated registration.
Digital Learning Laboratory Gets ₹67.19 Lakh Support
The Digital Learning Laboratory at ATI has received financial assistance of ₹67.19 lakh from the Department of Personnel and Training (DoPT) under the Mission Karmayogi framework.
The facility will support technology-enabled learning and help government employees develop skills required for modern administration.
Lalduhoma stressed that digital transformation cannot succeed through technology alone. Government employees must also receive proper training so they can effectively use new digital services and tools.
ATI to Strengthen Technology Training
The Administrative Training Institute plays a key role in training Mizoram’s government workforce, covering employees from Group A to Group C.
The institute conducts induction programmes, training for serving employees and courses focused on emerging technologies. Therefore, the state government plans to further strengthen ATI and equip it with modern technology.
Six Mizo-Language Courses Added to iGOT Karmayogi
ATI officers and faculty members have also developed six training courses in the Mizo language.
DoPT has approved the courses and added them to the iGOT Karmayogi portal. As a result, government employees can access these courses through the national digital learning platform.
The move also promotes learning in the local language while expanding access to digital training resources.
