TTAADC salaries will remain withheld for Group A and Group B officers after the Tripura High Court stepped in over pending retiral benefits of former council employees.
The Tripura Tribal Areas Autonomous District Council (TTAADC) issued the salary directive after the High Court considered three petitions concerning retirement benefits that the council had sanctioned but not yet paid.
TTAADC salaries halted after High Court order
The TTAADC Chief Executive Officer issued the notification from Khumulwng on September 17. The order followed a September 11 communication from the Tripura High Court in connection with WP(C) Nos. 653, 657 and 658 of 2026.
The council has directed officials to stop salary payments to Group A and Group B officers until further orders. The measure does not cover Group C and Group D employees, according to reports on the court proceedings.
The notification went to senior officials across the council’s administrative and financial departments. It also covered officers responsible for accounts, audit, engineering, education and other key functions.
Pending dues triggered the dispute
The petitions focus on retirement benefits that former TTAADC employees say the council has failed to release despite sanctioning the payments.
One petition concerns former employee Rasan Debbarma Reang, who retired on January 31, 2025. Reports on the case said the council sanctioned Rs 16,33,750 in retiral benefits on July 15, 2025. However, the former employee had not received the amount when the matter reached the court.
Other connected petitions involve sanctioned benefits reportedly ranging from about Rs 10 lakh to Rs 31.68 lakh. The cases have brought the council’s handling of retirement payments under judicial scrutiny.
The dispute reportedly covers benefits such as gratuity, leave encashment and pension commutation claimed by retired employees.
High Court directs council to act
During the proceedings, the TTAADC side reportedly told the court that it needed assistance from the State Finance Secretary to release the sanctioned benefits.
The Advocate General, after obtaining instructions, told the court that the council had its own funds. He also stated that the council did not need approval from the State Finance Secretary to release benefits that it had already sanctioned.
The High Court then directed the TTAADC CEO, Secretary (Finance) and concerned District Treasury Officers to examine the matter and take the necessary steps to release the sanctioned benefits.
The court’s intervention placed the responsibility directly on the council to address the pending payments.
TTAADC salaries face temporary restriction
The salary action represents an interim step in the ongoing legal proceedings. It does not amount to a final decision on every issue raised by the petitioners.
The council’s notification specifically states that Group A and Group B salaries will remain withheld until further orders. Therefore, the restriction can change if the High Court issues fresh directions or the council takes steps to comply with the existing order.
Earlier proceedings in related matters have also dealt with delayed retirement benefits. Those proceedings included directions concerning gratuity, leave encashment and pension commutation, with interest considered in some cases.
Council faces pressure over retiree payments
The immediate issue now concerns the implementation of the High Court’s directions and the release of benefits that the council has already sanctioned.
At the same time, the salary restriction creates direct pressure on the council’s senior administrative machinery. Group A and Group B officers now face the financial consequence of a dispute centred on unpaid retirement dues.
The development also highlights the importance of timely settlement of benefits for former employees. For retirees, sanctioned benefits can form a critical part of their post-service financial security.
