During his PM Modi Manipur visit on September 13, 2025, Prime Minister Narendra Modi called for peace amid ongoing ethnic tensions and inaugurated development and rehabilitation projects, including the construction of 7,000 homes for displaced families. The visit comes as Manipur struggles to recover from prolonged unrest between the Meitei and Kuki communities, which has displaced tens of thousands of residents and disrupted daily life.

Addressing Ethnic Tensions

Current Situation in Manipur

Manipur has a long-standing history of ethnic and communal disputes. The recent violence erupted in May 2023, resulting in more than 260 deaths and displacing over 60,000 people. The conflicts primarily involve the Meitei community in the valley and Kuki tribes in the hills, fueled by political, economic, and social grievances.

The unrest has caused significant disruption to education, healthcare, and trade in the region. Many displaced families are living in temporary shelters or with relatives, waiting for government support to rebuild their lives.

M Modi Calls for Peace

Emphasis on Dialogue

During his visit, PM Modi urged all communities to choose dialogue over violence. He emphasized the importance of restoring trust among residents and building harmony between the hills and valleys. He stated, “We must strengthen the bridge of brotherhood between the hills and the valley to ensure lasting peace in Manipur.”

The Prime Minister also encouraged local leaders and citizens to engage in initiatives fostering social cohesion, understanding, and tolerance among different ethnic groups. This message aimed to reduce tensions and prevent further conflicts.

Community Meetings

PM Modi held several meetings with displaced families in Imphal and Churachandpur. During these interactions, he listened to grievances and assured government support for rehabilitation and development. His engagement with the affected communities signaled a strong commitment to both immediate relief and long-term solutions.

Launch of Housing and Infrastructure Projects

New Homes for Displaced Families

PM Modi launched approximately 7,000 housing units for families displaced during the conflict. These homes are part of a ₹3,000 crore rehabilitation package that also includes healthcare and education support. The initiative aims to provide stability and improve living standards for affected residents.

Infrastructure Developments

In addition, the Prime Minister inaugurated 17 infrastructure projects in Imphal valued at around ₹1,200 crore. These include roads, women’s hostels, and indoor stadiums. The projects aim to enhance connectivity and community facilities while boosting economic activity.

Political Context

Kuki-Zo MLAs Appeal

Ten MLAs from the Kuki-Zo community, including seven from the ruling BJP, submitted a memorandum requesting urgent central intervention. They emphasized that their communities faced severe displacement and urged the government to restore security and stability.

Opposition Reaction

The Jharkhand Mukti Morcha (JMM) criticized PM Modi’s visit, alleging it was politically motivated ahead of upcoming elections. They argued that the visit did not adequately address ongoing ethnic issues or long-term rehabilitation.

Symbolic Message of Unity

PM Modi’s visit also carried a symbolic message. He highlighted regional diplomacy and national unity by emphasizing cooperation between the state’s hills and valley regions. The visit reinforced the central government’s commitment to addressing both security and development needs.
