A delegation from the Government of Sikkim, led by Social Welfare Minister Samdup Lepcha, attended a two-day Chintan Shivir held on February 18–19 at Nalanda University in Rajgir, Bihar.
The delegation included Secretary Sarika Pradhan, Chief Engineer Thinley Gyatso Chankapa, and Special Secretaries Satyen Pradhan and Bandana Chettri from the Social Welfare Department.

National-Level Deliberations on Minority Welfare
The Ministry of Minority Affairs organised the event to deliberate on key policy priorities and improve programme implementation for minority welfare. The Shivir brought together senior officials, policymakers, experts, and stakeholders from across India.
Union Minister for Minority Affairs Kiren Rijiju chaired the programme. Minister of State George Kurian also attended. Ministers from Arunachal Pradesh, Tripura, Nagaland, Bihar, and Sikkim participated in the discussions.
Expert Sessions and Thematic Presentations
On the first day, participants attended registration and briefing sessions. Experts delivered thematic presentations on infrastructure, financial support mechanisms, and technology-driven governance.
Representatives from IFCI Venture Capital Funds Ltd., IIT Delhi’s Foundation for Innovation and Technology Transfer, and the Survey of India shared insights on project financing, innovation, and mapping technologies.
The day concluded with thematic discussions among state representatives, followed by a cultural programme.
Launch of Key Digital Initiatives
On February 19, the programme began with a yoga session. Later, dignitaries from Central and State Governments attended the inaugural ceremony.
During the event, Kiren Rijiju launched several initiatives. These included the PMJVK App, the Haj Suvidha Smart Wrist Band, and the Ministry’s AI Chatbot Portal. The digital tools aim to enhance transparency, streamline beneficiary services, and improve monitoring of minority welfare schemes.
Focused Group Discussions on Core Areas
The Shivir organised Focused Group Discussions across five major themes:
- Infrastructure Development
- Socio-economic Empowerment
- Waqf Management
- Haj Management
- Scholarship Schemes
Officials shared field experiences and identified challenges in implementing schemes. They also proposed actionable recommendations to improve delivery mechanisms and monitoring systems.
The discussions encouraged collaboration between Union and State Governments. They also highlighted the importance of technology integration in welfare administration.
Sikkim Highlights Development Progress and Challenges
Speaking at the event, Samdup Lepcha thanked the Ministry for sanctioning health and educational projects that strengthened minority welfare in Sikkim. He noted that central support has significantly improved infrastructure and outreach.
However, he also highlighted implementation challenges under PMJVK and PMVIKAS schemes. He presented a status update on the Buddhist Development Project and requested further assistance for health, sports, and educational infrastructure in the state.
Emphasis on Inclusive Development
In his concluding remarks, Kiren Rijiju praised Sikkim for the timely implementation of development projects. He emphasised stronger coordination between Union and State Governments to ensure inclusive growth.
He urged officials to adopt innovative strategies and strengthen monitoring systems to maximise the impact of welfare schemes for minority communities.
The two-day Chintan Shivir concluded with thematic consolidation and policy recommendations. The event reinforced the Centre’s commitment to inclusive development and effective programme delivery across states, including Sikkim.
