Assam free bicycles are set to reach more than three lakh Class 9 students as part of the state government’s continuing support for secondary education. Chief Minister Himanta Biswa Sarma has announced the distribution plan, building on Assam’s bicycle scheme for school students.
The state Cabinet had already approved the distribution of free bicycles to Class IX students for the 2025–26 financial year. The approval included an allocation of Rs 109.38 crore for the programme.
Assam free bicycles target Class 9 students
The Assam free bicycles programme covers students studying in Class IX, a key stage in the state’s secondary education system. Government records show that the scheme provides bicycles to students enrolled in government and provincialised secondary schools, along with specified model schools.
The programme aims to make daily travel easier for students who live far from their schools. Moreover, better transport access can help families manage the practical challenges of sending children to secondary school.
The scale of the latest distribution is significant. Government education documents have previously recorded more than three lakh Class IX beneficiaries under the bicycle initiative. A 2025–26 government account put the figure at around 3.1 lakh students, while earlier programme data recorded 3.23 lakh beneficiaries.
Assam free bicycles support school access
Distance remains an important factor in school access, particularly in rural and remote areas. For many students, travelling to secondary school can involve long journeys and limited transport options.
Therefore, the bicycle programme is designed to provide a direct mobility benefit. Students can use the bicycles for their daily commute, reducing their dependence on available public transport or family members for travel.
The Assam government has linked the wider bicycle initiative with efforts to encourage enrolment, regular attendance and retention. Samagra Shiksha Assam says the programme was introduced to facilitate timely attendance, motivate students to attend classes and reduce dropout rates.
Focus on secondary education
The Class IX focus also reflects the importance of the transition into secondary education. Assam’s latest available UDISE+ data show 669,820 students enrolled in Classes IX and X in government and provincialised schools.
However, access to school is only one part of retaining students. Attendance, teaching quality, school infrastructure and household circumstances also influence whether students remain in education.
Assam free bicycles build on an established scheme
The bicycle initiative is not a new policy in Assam. The state has operated free bicycle programmes for school students for several years, although eligibility and coverage have expanded over time.
Samagra Shiksha Assam states that the broader Class IX bicycle scheme was launched in the 2023–24 financial year. During that academic year, 3,69,366 Class IX students benefited from the programme. For 2024–25, the department expected 3,23,640 students to receive bicycles.
The state’s education department also lists an earlier scheme providing free bicycles to eligible girls up to Class X, with the stated objectives of increasing enrolment and reducing dropout rates.
The expansion to all eligible Class IX students therefore represents a broader approach to supporting secondary-level mobility.
Assam free bicycles come with wider education measures
The bicycle distribution forms part of a larger set of education support measures in Assam. Government programmes also include free textbooks, scholarships, fee assistance and initiatives aimed at improving digital learning.
Samagra Shiksha Assam currently lists more than 44,000 government and provincialised schools. Its latest basic data also show a secondary dropout rate of 17.5% for 2024–25, based on UDISE+ figures.
Additionally, the state has continued expanding vocational and technology-based learning. More than 1,700 secondary and higher secondary schools currently offer skill education under the state’s vocational programme.
Assam free bicycles strengthen student mobility
The latest bicycle distribution places practical access at the centre of Assam’s secondary education support. By providing bicycles to more than three lakh Class IX students, the government is extending a scheme that has already reached large numbers of learners.
The Cabinet’s approval for the 2025–26 financial year provides the administrative and financial basis for the distribution.
Overall, the impact of the Assam free bicycles programme will depend not only on distribution but also on whether improved mobility translates into stronger attendance and retention.
