The Nagaland ILP system overhaul demand has gained attention after the Naga Students’ Federation (NSF) called for major changes in how the Inner Line Permit system is administered and enforced. The federation submitted a 17-page representation to Chief Minister Neiphiu Rio on October 1, 2026.

The NSF has proposed an autonomous Nagaland Inner Line Regulation Commission, restoration of checkpoints and a centralised entry-and-exit register. It also wants stronger coordination among departments responsible for implementing the permit system.

The demand follows a review of government records obtained through the Right to Information Act. The federation said those records revealed a gap between the detection of ILP violations and subsequent enforcement action.

Nagaland ILP System Overhaul Demand Follows RTI Review

The NSF’s Inner Line Regulation Commission (ILRC) reviewed 1,490 pages of records obtained through RTI applications. According to the federation, the documents showed concerns about how authorities followed up on detected ILP violations.

The representation cited police checking carried out on April 10 and 11, 2026. During those two days, police checked more than 1,900 passes following the Assam Assembly elections and the Mokokchung bye-election.

The NSF said police detected 436 alleged ILP defaulters on April 10. A further 208 were detected during checks on April 11. Together, those figures amounted to 644 detections across the two days.

However, the federation said the records available to its commission showed only one removal during the period examined. The NSF has therefore argued that detection alone does not provide an effective enforcement mechanism when follow-up action remains limited.

The federation also said its review covered information obtained from the state Home Department and all 17 district administrations. Consequently, it has called for a more coordinated system rather than relying on separate departmental processes.

Nagaland ILP System Overhaul Centres on Autonomous Commission

A central part of the NSF proposal is the creation of an autonomous Nagaland Inner Line Regulation Commission through legislation. The organisation wants the proposed body to serve as a single authority for administering and enforcing the Bengal Eastern Frontier Regulation, 1873, in Nagaland.

The NSF argues that responsibility for the ILP system is currently spread across several agencies. These include the Home Department, district administrations, police, municipal and village authorities, and trade licensing authorities.

Under the proposed framework, the commission would have responsibilities connected with permit administration and enforcement. The NSF has also proposed powers to frame or revise pass conditions and maintain a central register of permit-related information.

Additionally, the proposed commission would be able to seek district-wise returns. Such a system could provide a more consistent record of applications, permits, violations and enforcement actions across different parts of the state.

The NSF first raised the autonomous commission proposal during a two-day national seminar on the Bengal Eastern Frontier Regulation held at Town Hall in Dimapur on August 28 and 29. The latest representation expands that demand into a broader set of recommendations.

The federation has described the BEFR, 1873, along with constitutional safeguards under Article 371A, as important legal protections for the identity, land, customs and resources of Nagaland’s indigenous people.

Nagaland ILP System Overhaul Includes Checkpoints and Central Register

Restoring checkpoints forms another major part of the NSF’s proposal. The federation has argued that physical checking points could strengthen monitoring of people entering and leaving the state, particularly when combined with updated records and coordinated enforcement.

The NSF has also called for a centralised entry-and-exit register. Such a register would bring information from different points and authorities into a common system, according to the federation’s recommendations.

Moreover, stronger coordination between departments remains a key part of the proposal. The organisation has linked fragmented responsibilities with difficulties in ensuring that detected violations receive appropriate follow-up.

Nagaland already operates an online ILP portal. The state government says the system covers tourists, labourers, traders, students, teachers, professionals, business partners and several other categories.

The government made all ILP applications fully online from January 1, 2025, following a September 2024 government order. It later upgraded the portal in November 2025 with additional modules and security features.

Therefore, the NSF’s latest demand focuses mainly on enforcement and institutional administration rather than simply digitising applications. The federation is seeking a system that connects online permit processing with stronger monitoring and follow-up mechanisms.

The government’s existing portal also provides services for checking application status, renewing permits, downloading ILP cards and verifying documents. However, the NSF’s representation argues that effective enforcement requires broader administrative coordination beyond the application process.

Nagaland ILP System Overhaul Puts Enforcement Under Focus

The Inner Line Permit is required under the Bengal Eastern Frontier Regulation, 1873, for people from outside Nagaland who are not indigenous inhabitants of the state. The government’s official ILP portal states that such persons must obtain a permit under conditions prescribed by the Nagaland government before entering the state for a limited period.

The state currently provides different permit categories based on the purpose and duration of stay. These include domestic and foreign tourists, students, labourers, teachers, traders, professionals, religious workers and business partners.

For example, the official portal lists a student ILP as valid for the duration of the course, subject to a maximum of five years. Other categories have different validity periods and documentation requirements.

The government has also extended ILP implementation to Chumoukedima and Niuland through an August 14, 2025 notification. The state’s online system now serves applicants across the prescribed categories.

Against this existing framework, the NSF’s latest representation focuses on what it considers shortcomings in enforcement. The federation has pointed to its RTI review as evidence that authorities can identify suspected violations but may face difficulties in ensuring consistent action afterward.

At this stage, the proposed autonomous commission, restored checkpoints and central register remain demands from the NSF. No official announcement has confirmed that the Nagaland government has accepted or implemented these recommendations.

The next step will depend on how the state government responds to the federation’s representation. Any legislative or administrative change would require an official decision from the competent authorities.

Conclusion

The Nagaland ILP system overhaul demand centres on stronger enforcement, clearer institutional responsibility and better coordination among agencies. The NSF has backed its proposals with an RTI-based review that it says identified significant gaps between the detection of alleged violations and enforcement action.

The federation has asked the Nagaland government to consider an autonomous commission, restored checkpoints and a centralised entry-and-exit register. Meanwhile, Nagaland already operates a fully online ILP application system across multiple categories. The government’s response to the NSF’s latest representation will determine whether further administrative or legislative changes follow.
