Mizoram refugees Census 2027 preparations have gained attention as officials confirm that refugees and internally displaced people living in the state will be included in the upcoming population count. Residents who do not wish to disclose their Aadhaar numbers will not be compelled to share them, officials said on October 10.

The exercise will cover people living in Mizoram regardless of nationality, while maintaining the distinction between population enumeration and citizenship registration. The state government is also preparing for the second phase of the census, scheduled for February 2027, with training and field arrangements among its priorities.

Mizoram has sheltered thousands of people displaced by conflict and unrest across the region. Many refugees from Myanmar belong to the Chin community, which shares ethnic and cultural ties with the Mizo population.
According to earlier reports, the state was hosting around 30,000 refugees from Myanmar and more than 2,000 from Bangladesh. It was also providing shelter to thousands of people displaced from Manipur. These figures can change as people move between locations.

Officials have stressed that census inclusion depends on a person’s presence in the country during the relevant enumeration period. Therefore, refugees and displaced people will be recorded alongside other residents who fall within the census exercise.
Mizoram refugees Census 2027 and Aadhaar rules
Aadhaar disclosure is not compulsory for people participating in the census, according to officials cited in the October 10 report. Those who do not want to provide their Aadhaar numbers must not face pressure from enumerators.

The clarification is important because census officials must collect information accurately while following the prescribed procedures. Residents should cooperate with enumerators and provide the required details, but they should not be forced to disclose Aadhaar numbers.
Moreover, the census is being conducted through digital methods for the first time. Enumerators will collect household and population information using mobile applications, while the self-enumeration facility allows eligible households to submit details online.

The government has said that safeguards are in place to protect census information. Under Section 15 of the Census Act, 1948, individual census records are confidential and cannot be shared freely.

Census 2027 will not grant citizenship
The inclusion of refugees in the Mizoram refugees Census 2027 exercise does not mean they will receive Indian citizenship. Officials have repeatedly explained that the census measures the population living in a particular area rather than determining a person’s nationality or legal status.

This distinction matters in a state that shares international borders with Myanmar and Bangladesh and has received people fleeing conflict. Counting these residents helps authorities understand the population present in the state without treating census registration as proof of citizenship.
Similarly, inclusion in census records does not automatically establish eligibility for citizenship, voting rights or other legal entitlements. Such matters remain governed by the relevant laws and procedures.
The census will also collect information that helps the government understand demographic patterns and plan public services. However, officials have emphasised that the exercise should not be confused with citizenship verification or electoral roll revision.

Mizoram prepares for the second phase
Mizoram has begun preparations for the population enumeration phase scheduled for February 2027. On October 10, Chief Secretary Khilli Ram Meena chaired a state-level conference to review preparations, including training and arrangements for field staff.

Officials said the state aims to become the first to complete the census. The administration plans to train master trainers, field trainers, enumerators and supervisors before the population count begins.
The second phase will require detailed coordination across districts and communities. Enumerators must record eligible residents accurately, including people living in relief camps and temporary accommodation.
Additionally, officials have said that all 16 Scheduled Castes in Mizoram will be counted during the exercise. The census will therefore cover different sections of the population while following the prescribed enumeration framework.

Accurate counting remains the priority
The Mizoram refugees Census 2027 exercise will provide an updated picture of the people living in the state. Including refugees and internally displaced residents will help ensure that the population count reflects people present during the enumeration period.
At the same time, the voluntary nature of Aadhaar disclosure and the separation between census records and citizenship status remain important clarifications for residents. Officials are expected to continue preparations and training ahead of the second phase.
Overall, the focus remains on accurate population data, proper procedures and broad participation. The census will count residents across communities without turning participation into a claim of Indian citizenship.
