The ZPM fiscal adjustment debate has intensified in Mizoram as the ruling Zoram People’s Movement defends its financial management amid opposition criticism over Central funding. The dispute comes as the state faces changes in grants, central-tax devolution and capital-investment support. Recent political exchanges have also focused on the utilisation of funds under the Special Assistance to States for Capital Investment scheme.

The debate reflects a wider fiscal challenge for Mizoram. A large share of the state’s revenue receipts comes from the Centre, making the timing and structure of Central transfers important for government planning. At the same time, the administration must manage expenditure, borrowing and development commitments within fiscal limits.

Breaking News: MNF Flags Mizoram SASCI Funding Gap

ZPM Fiscal Adjustment Debate Gains Political Focus

The ZPM fiscal adjustment debate has emerged amid sharper opposition scrutiny of the government’s handling of Central assistance. Opposition leaders have questioned whether Mizoram has secured or utilised available funding effectively, while the ruling party has defended its overall approach to financial management.

One recent criticism came from MNF MLA Robert Romawia Royte. He alleged that ₹43,952 lakh under the Special Assistance to States for Capital Investment had lapsed and attributed the alleged shortfall to what he described as poor financial management by the ZPM government.

However, allegations about fund lapses require careful distinction between approved allocations, released amounts, utilisation and subsequent instalments. These categories can produce different financial outcomes and should not automatically be treated as equivalent.

The Central government has separately stated that Mizoram received ₹3,243.35 crore under SASCI between 2020-21 and January 29, 2026. The Union government also provides Mizoram with other forms of assistance, including Finance Commission grants and support for externally aided projects.

Consequently, the political argument is not simply about whether Central funding exists. It also concerns when funds are released, whether conditions are met, how projects progress and how efficiently the state converts allocations into completed work.

Central Funding Remains Important to Mizoram

Mizoram’s fiscal structure makes Central transfers particularly significant. According to the 2026-27 budget analysis by PRS Legislative Research, the state expects ₹14,994 crore in revenue receipts during the financial year. Of that amount, ₹12,235 crore, or about 82%, is expected to come from the Centre.

Central resources include Mizoram’s share of central taxes and grants. The state has budgeted ₹8,608 crore from its share of central taxes in 2026-27. It has also estimated ₹3,626 crore in grants from the Centre.

The figures highlight why changes in Central funding can have a direct effect on state finances. Furthermore, Mizoram has limited own-resource capacity compared with the scale of its expenditure requirements.

The 2026-27 budget projects a revenue surplus of ₹900 crore, equivalent to 2.1% of the state’s Gross State Domestic Product. It also targets a fiscal deficit of ₹1,669 crore, or 3.8% of GSDP.

At the same time, the state’s revenue position has changed from the previous year. Mizoram’s revised estimate for 2025-26 showed a revenue deficit of ₹376 crore, while the 2026-27 budget projects a return to a revenue surplus. Therefore, the government’s fiscal adjustments need to be viewed against both current requirements and the previous year’s revised position.

SASCI Funding Becomes Key Point of Dispute

The Special Assistance to States for Capital Investment has become one of the main areas of political disagreement. The scheme provides interest-free long-term loans to states for capital expenditure, making it different from ordinary revenue grants.

The Union government’s February 2026 response to a Lok Sabha question confirmed that SASCI had provided ₹3,243.35 crore to Mizoram between 2020-21 and January 29, 2026. The same response noted that states must operate within fiscal-management requirements and applicable borrowing limits.

Earlier disputes over SASCI funds also show why the current political debate needs context. In May 2024, Chief Minister Lalduhoma rejected an allegation that ₹233.36 crore had lapsed under the scheme during his government’s tenure. He argued that the second instalment depended on completing a required portion of work from the first instalment.

The chief minister at that time also said Mizoram’s proposed SASCI allocation had been reduced from ₹500 crore to ₹250 crore and that the state had submitted proposals covering 18 projects.

These earlier explanations underline the difference between an allocation and money that becomes available for spending. Project completion, compliance and other conditions can influence subsequent releases. As a result, political claims about “lapsed” funds need to identify the specific stage of the funding process.

Government Faces Pressure to Balance Spending

The financial debate extends beyond Central funding. Mizoram must also balance salaries, pensions, welfare commitments and development expenditure with its available resources.

For 2026-27, the state has proposed revenue expenditure of ₹14,094 crore. Capital outlay stands at ₹2,588 crore, which is about 2% lower than the revised estimate for 2025-26.

Major allocations include ₹1,322 crore for rural development and ₹1,004 crore for the rural employment programme. The budget also provides ₹909 crore for health and family welfare and ₹689 crore for welfare of SCs, STs, OBCs and minorities.

Meanwhile, Mizoram’s expenditure structure remains heavily weighted towards revenue commitments. That creates pressure to protect essential services while also finding resources for infrastructure and long-term development.

The state has also enacted a Fiscal Responsibility and Budget Management framework. The Union government has said such laws require states to pursue fiscal prudence, fiscal stability, prudent debt management and greater transparency in financial operations.

Therefore, the ZPM government’s fiscal adjustments cannot be assessed only through individual funding announcements. A broader assessment must consider revenue receipts, expenditure, borrowing, project implementation and the timing of Central transfers.

Opposition Questions Government’s Financial Management

The opposition’s criticism comes as political activity increases ahead of the 2028 Mizoram Assembly election. ZPM leaders have recently accused opposition parties of concentrating their campaign on Chief Minister Lalduhoma rather than presenting alternative policy agendas.

The ruling party’s defence therefore forms part of a wider political contest over governance and development. ZPM leaders have argued that the government has undertaken several development initiatives and urged opposition parties to place their own programmes before voters.

Financial management is likely to remain a significant part of that debate. Central funding directly affects the state’s ability to finance projects, while delays or conditions attached to schemes can influence implementation timelines.

However, opposition allegations and government responses represent competing political positions. They should not be treated as established findings unless supported by official financial records or independent assessments.

The issue also extends to autonomous district councils. Opposition representatives have recently accused the ZPM government of withholding revised budget estimates for the state’s three autonomous district councils and imposing conditions on their allocations. The government and councils have different positions on the issue, making it another area of fiscal and administrative disagreement.

Conclusion

The ZPM fiscal adjustment debate reflects the wider financial pressures facing Mizoram as the state manages Central transfers, development spending, borrowing and welfare commitments. Opposition parties have questioned the handling of Central assistance, particularly SASCI funds, while the ruling ZPM has defended its financial approach.

Available budget data show that Central resources remain crucial to Mizoram’s finances. Therefore, the continuing debate will depend on the actual release and utilisation of funds, project progress and the government’s ability to maintain fiscal stability while meeting development priorities.
