Tourist arrivals had also increased by approximately 97% between 2024 and 2025. Improved connectivity, including the inauguration of the Bairabi–Sairang railway line in September 2025, has further strengthened the state’s tourism prospects.
Addressing the inaugural ceremony, Tourism Minister Lalnghinglova Hmar said tourism should generate livelihoods for local communities while preserving Mizo traditions and the natural environment.
He emphasised that tourism growth must benefit the people who make Mizoram distinctive. The state welcomes visitors, investment and tourism-related businesses but aims to ensure that development remains responsible and sustainable.
A special presentation on Mizo cuisine during the opening ceremony highlighted the importance of local food and cultural identity in creating memorable visitor experiences.
₹680 Crore Invested in Tourism Development
Mizoram has mobilised nearly ₹680 crore in tourism investments since 2023, including 11 major projects sanctioned with a combined outlay of ₹608.38 crore.
Major projects include a ₹250-crore initiative for iconic tourist facilities and attractions, the ₹127-crore PM Ekta Mall, a ₹99.71-crore conference centre at Thingsulthliah and a ₹34.50-crore aerial ropeway and associated infrastructure project at Thenzawl–Buangpui.

Under the Tourism Adopted Villages Initiative, 40 villages—one in each Assembly constituency—have been selected for tourism-led development.
The Bana Kaih Handholding Homestay Scheme and PM-JUGA support the development of 199 community homestays, with assistance of up to ₹5 lakh for eligible beneficiaries. The Bana Kaih Scheme also offers eligible tourism enterprises interest-free, collateral-free loans of up to ₹20 lakh.
Mizoram currently has 1,542 registered tourism service providers, while 124 young people have received training as tourist guides.
The second-day Tourism Conclave will focus on investment opportunities and sustainable tourism. A business-to-business exchange will also help accommodation providers, restaurants and tour operators explore partnerships.
Mizoram Plans to Become India’s Winter Capital
A major objective of the festival is to position Mizoram as India’s “Winter Capital” through a flagship Winter Festival and a calendar of seasonal events.
Planned attractions include cultural performances, music festivals, food and craft fairs, flower showcases, agro-tourism and adventure activities. The state also aims to showcase its Christmas traditions through choirs, carol singing, community feasts, parades and illuminated towns and churches.

These events aim to attract visitors throughout the year and distribute tourism-related income beyond major urban centres.
