Operation Dignity Launched After Police Tip-Off

According to the police briefing, Bishnupur Police received an initial tip-off on October 3 about the circulation of non-consensual explicit material and child sexual abuse material (CSAM) through Telegram and WhatsApp.

Following the information, police launched Operation Dignity to investigate the alleged activities and identify those involved in distributing the material.

The operation was led by the Sub-Divisional Police Officer (SDPO), Moirang, under the overall supervision of the Superintendent of Police, Bishnupur.

Police registered a suo motu case under relevant provisions of the Information Technology Act, the Protection of Children from Sexual Offences (POCSO) Act and the Bharatiya Nyaya Sanhita.

13 Arrested, Electronic Devices Seized

Police arrested 13 individuals during the operation, including 12 adults and one child in conflict with the law. Authorities have not disclosed the identity of the child.

The 12 adults identified in the police briefing are:

  • N. Rajesh Singh alias Maipakchao, 21, Bishnupur

Of these, 38 channels and groups have been neutralised, according to the police briefing.

Investigation Focuses on Wider Network and Financial Trails

Police said the investigation remains underway to establish the full extent of the alleged network. Investigators are examining financial trails to determine how the explicit material was allegedly monetised.

Authorities are also working to identify the victims and establish the roles of those suspected of participating in the circulation and distribution of the content.

The case highlights the serious consequences of sharing intimate material without consent. Forwarding or reposting such content can deepen the harm to victims, violate their privacy and cause further distress.

Members of the public are urged to avoid downloading, sharing or forwarding such material. Any suspected child sexual abuse material should be reported to the appropriate authorities rather than circulated further.

Why the Case Matters for Manipur

Manipur, in Northeast India, has increasingly relied on digital communication platforms for everyday interaction. The Bishnupur investigation highlights the challenges law enforcement agencies face when harmful content spreads through online messaging networks.

The operation also underlines the importance of protecting women’s privacy, safeguarding children and ensuring accountability for alleged online offences.
