Arunachal Pradesh Bandh Over Teacher Transfers Held Peacefully in East Siang

A 12-hour bandh over the ongoing teacher transfer and rationalisation exercise affected normal activities across Arunachal Pradesh’s East Siang district on October 7. The Bogong Banggo Yameng Kebang (BBYK) and eight youth and student organisations called the shutdown.

Groups Demand Cancellation of Teacher Transfers

The organisations have strongly opposed the transfer of 63 teachers from East Siang. They argue that the district already faces a shortage of teachers.

According to the groups, the Education Department should assess school-wise and subject-wise requirements before moving teachers. Otherwise, large-scale transfers could further reduce teaching strength and affect students.

The organisations have also demanded the immediate filling of 69 vacant teaching posts across the district.

Concerns Over Major Schools

The joint front has specifically raised concerns about staffing at several important schools. These include IGJ Higher Secondary School and D Ering Memorial Government Higher Secondary School in Pasighat.

The groups have also highlighted Government Higher Secondary School, Mebo. They want the government to create additional sanctioned posts at these institutions.

According to the organisations, maintaining adequate teacher strength at these schools remains essential for protecting students’ academic interests.

Organisations Seek More Time for Rationalisation

The groups have demanded at least 30 days to complete the intra-district teacher rationalisation process. They believe the additional time would allow authorities to assess staffing requirements more carefully.

They have also requested protection for teachers who have not yet completed the prescribed three-year minimum tenure.

Furthermore, the organisations want authorities to consider genuine medical conditions, pregnancy-related circumstances and other compelling reasons before approving transfers.

Bandh Remained Peaceful

The bandh began at 5 am and continued until 5 pm. Organisers kept essential services and medical emergencies outside the shutdown.

Students appearing for examinations also received an exemption. As a result, the protest did not target essential public services or examination-related activities.

The organisations had earlier postponed the bandh after authorities invited them for talks. However, they later restored the shutdown after concluding that their concerns remained unresolved.

Organisations to Decide Next Step

BBYK president Advocate Magyar Lego said the participating organisations would hold an emergency meeting after the bandh.

The meeting will review developments and determine the groups’ next course of action. Meanwhile, the organisations have maintained that their primary objective remains adequate teacher availability in East Siang.

They have also stressed that the government should protect students’ academic interests while carrying out the transfer and rationalisation exercise.
