The Youth Wing of the Siang Indigenous Farmers’ Forum (SIFFYW) has announced a complete boycott of peace talks and consultations concerning the proposed Siang Upper Multipurpose Project (SUMP) in Arunachal Pradesh. The decision follows Chief Minister Pema Khandu’s invitation to the Adi Baane Kebang (ABK) for discussions on the project. In a public notice and resolution dated October 9, 2026, SIFFYW described the boycott as a final directive against what it called the government’s high-handed approach.

SIFFYW Rejects Government Consultations on SUMP

SIFFYW announced its decision in a public notice and resolution issued on October 9, following the Chief Minister’s invitation to ABK for talks on SUMP.

The organisation described its decision as an “absolute and final directive” in response to what it alleged was the government’s high-handedness regarding the project.

According to the notice, community members and activists had formally submitted their grievances. However, the forum claimed that the government continued to disregard their concerns and undermine the democratic rights of the Adi indigenous community.

SIFFYW also alleged that authorities had adopted a dictatorial approach towards people opposing the project. The organisation argued that meaningful dialogue could not take place while villagers and activists remained in custody.

Allegations of Arrests and Suppression

The forum expressed concern over the alleged arrest and detention of villagers and frontline activists connected with protests against SUMP.

According to the resolution, innocent community members had faced arbitrary arrests and imprisonment. SIFFYW demanded an immediate end to what it described as the suppression of indigenous voices.

The allegations reflect the growing disagreement between sections of the local community and the government over the proposed multipurpose project.

However, the claims in the notice represent the forum’s position. Further independent confirmation of the allegations was not included in the information provided.

Four Preconditions for Resuming Talks

SIFFYW has declared that no consultation or negotiation should proceed until the government meets four conditions in full.

1. Withdrawal of Central Armed Police Forces

The forum has demanded the complete withdrawal of Central Armed Police Forces (CAPF) personnel from traditional lands and villages.

2. Withdrawal of FIRs and Legal Cases

SIFFYW wants authorities to withdraw all FIRs, charges and legal proceedings against villagers and activists detained in connection with protests against SUMP.

3. Immediate Release of Detainees

The organisation has demanded the safe and immediate release of all community members currently in custody.

4. Financial Compensation

The forum has sought full financial compensation for villagers who allegedly suffered injuries due to CAPF actions. It has also demanded compensation for damage to private vehicles and village property.

SIFFYW maintains that authorities must fulfil all four conditions before any further dialogue can take place.

Warning to Community Organisations and Political Leaders

In addition to announcing its boycott, SIFFYW issued a strong warning to community organisations, student unions, clan representatives and political leaders.

The forum has urged these groups not to participate in government meetings or negotiations concerning SUMP while its demands remain unmet.

The notice warned that individuals or organisations that attend such meetings would act at their own risk. It also stated that organisations choosing to negotiate while villagers remained in custody would bear responsibility for any resulting financial and social consequences.

This directive could complicate efforts to organise consultations between the government and representatives of the affected indigenous community.

What Is the Siang Upper Multipurpose Project?

The Siang Upper Multipurpose Project is a proposed major infrastructure project in Arunachal Pradesh. It has become a subject of concern and debate among sections of the local community.

The latest resolution highlights the importance of addressing local grievances, security concerns and community participation as discussions surrounding the project continue.

What Has SIFFYW Decided?

SIFFYW has announced a complete boycott of peace talks and consultations on SUMP until authorities fulfil its four stated preconditions.

What Are the Forum’s Main Demands?

The demands include withdrawing CAPF personnel from traditional lands and villages, dropping cases against protesters, releasing detainees and providing compensation for alleged injuries and property damage.

Has the Government Responded to the Ultimatum?

The information available in the public notice does not include a response from the government to SIFFYW’s latest resolution.

Location Context

Arunachal Pradesh is a strategically important state in Northeast India, known for its indigenous communities, mountainous terrain and major river systems. Large infrastructure proposals in the region often require engagement with local communities, particularly where traditional lands, livelihoods and community concerns may be affected.
