Assam Chief Secretary Ravi Kota reaffirmed the Barak Valley development priority during a high-level review meeting in Silchar. His visit aimed to assess ongoing projects, address bottlenecks, and speed up infrastructure and welfare initiatives in southern Assam.
The state government has declared Barak Valley a major focus area, promising faster implementation and inclusive development.

Top Projects Reviewed During Silchar Visit
Chief Secretary Kota met with district collectors and engineers to review key projects. These included the four-lane Silchar-Haflong highway, drinking water schemes, and upgrades to Silchar Medical College.
He urged officials to clear hurdles quickly and maintain deadlines. “This region must grow with the rest of Assam. It cannot be left behind,” he said.
The state wants to bring visible changes in Barak Valley through better coordination among departments.
Barak Valley Needs Better Roads, Schools, and Clinics
Kota highlighted road connectivity, education, and healthcare as top concerns. He instructed the PWD to fast-track roadwork, especially where land issues remain unresolved.
He also asked the education department to improve rural school buildings and push digital classrooms. At the same time, he told the health department to post more doctors in remote clinics.
By placing these goals under the Barak Valley development priority, the state aims to deliver faster progress.
Integrated Planning to Replace Isolated Schemes
The government will now combine housing, water, sanitation, and road schemes under one framework. Kota explained that fragmented planning causes delays and waste.
“Planning should match ground realities. One road should link housing and clean water supply. Every project must fit into the bigger picture,” he said.
This model will make execution faster and more cost-effective. District officials have been told to meet monthly to track results.
Public Concerns Heard and Addressed
Kota interacted with panchayat leaders, students, and social workers. They shared problems like poor mobile connectivity, lack of clean water, and delays in scholarship payments.
He assured them that these issues would reach the right departments. “We are here to listen. You matter. This region matters,” he told a gathering at the DC office.
Officials now plan to include mobile network upgrades and rural internet access in the Barak Valley development priority.
Monitoring, Reporting, and Transparency Stressed
The Chief Secretary instructed Deputy Commissioners to submit monthly progress updates. He also directed them to open public grievance cells for all major schemes.
Kota emphasized the need for timely action and transparency. “People should know what’s planned and what’s done. There must be no gaps,” he said.
Officials will also use drone surveys and satellite data to check construction and track land use. These tools will help verify on-ground progress without delay.
State Government Aligns Policy With Ground Action
This visit comes after Chief Minister Himanta Biswa Sarma pledged more funds for Barak Valley in the 2024–25 budget. While announcements have been made earlier, this tour shows that the government wants real results, not just promises.
Kota’s presence sends a clear message that the Barak Valley development priority is not just a plan on paper but an active mission.
The state now expects all departments to treat the valley’s needs as urgent.
