The town of Dhubri in Assam erupted in unrest in early June 2025 after the discovery of a cow head outside a Hindu temple sparked widespread outrage. This disturbing act, which many view as a targeted provocation, triggered communal tensions and led the state government to implement strict security measures, including shoot-at-sight orders.

What Sparked the Dhubri Communal Tensions?

On the morning of June 8, 2025, locals discovered a severed cow head near the Hanuman temple in Ward Number 3, Dhubri. This is not the first such incident; two previous acts of similar nature had already heightened local suspicions. However, this third instance proved to be the tipping point.

Soon after, a large crowd gathered at the temple, demanding justice and swift action. Protesters blocked roads, burned tires, and accused the administration of inaction. The discovery came just days after Eid, fueling speculation that it was an intentional act aimed at disturbing communal harmony in Assam.

Assam Government Responds with Shoot-at-Sight Orders

Chief Minister Himanta Biswa Sarma reacted strongly to the unrest. He issued shoot-at-sight orders for those caught attempting to damage religious sites. Sarma explained that some elements were deliberately trying to disrupt peace in Dhubri, and such actions would not be tolerated.

“We will not allow the weaponization of religion to divide Assam,” said CM Sarma during a press briefing.

Section 144 and Police Action

To regain control, the administration imposed Section 144, banning public gatherings. Markets were shut, schools closed, and mobile internet services were briefly suspended in sensitive areas. Police forces used tear gas and barricades to disperse unruly mobs, especially near religious sites.

Security has since been reinforced, with patrolling teams stationed across communal hotspots in Dhubri. More than a dozen arrests were made in connection with attempts to incite violence.

Accusations of “Beef Weaponization” in Assam

Chief Minister Sarma alleged that “beef is being weaponized” to disturb social order in Assam. He pointed out that in earlier times, religious sensitivities were respected during festivals like Eid. However, recent events show a disturbing trend, with incidents like this one aimed at instigating Hindu sentiments.

This statement added to the political polarization, with opposition parties accusing the government of fanning tensions for electoral gain. Still, many residents across communities supported strong action to protect religious sanctity.

Communal Tensions in Assam: What Happens Next?

As of June 13, 2025, the situation remains tense but largely under control. Authorities continue to monitor Dhubri closely. The district magistrate has assured that culprits will face legal consequences.

The Dhubri communal tensions have sparked a broader debate on religious tolerance in Assam. Social leaders are urging communities to practice restraint and empathy. NGOs and peace groups have also launched initiatives to promote dialogue and prevent further escalation.

A Call for Peace and Responsibility

The Dhubri communal tensions in Assam highlight the fragility of communal relations in India’s Northeast. While law enforcement responded swiftly, lasting peace will only come through grassroots cooperation.

Residents, religious leaders, and politicians must act responsibly to prevent similar incidents. Peace cannot be enforced through curfews and arrests alone—it requires empathy, education, and unity.
