Sanbor Shullai raises the BJP's demand for greater Cabinet representation following the party's expansion in Meghalaya.

Meghalaya’s ruling Meghalaya Democratic Alliance (MDA) government faces fresh coalition tensions after BJP leader Sanbor Shullai demanded greater ministerial representation for his party. The demand follows a major political shift that increased the BJP’s strength in the Meghalaya Assembly from two to 10 MLAs. Shullai argued that the BJP now deserves recognition as the second-largest party within the ruling alliance. He also questioned the party’s limited share of Cabinet positions despite its expanded legislative strength. The demand has brought the alliance’s power-sharing arrangement under renewed scrutiny.

BJP Seeks Greater Cabinet Representation

Sanbor Shullai, Meghalaya’s Veterinary Minister and BJP legislature party leader, has publicly expressed dissatisfaction with the party’s representation in the state Cabinet. He argued that the BJP’s increased Assembly strength should reflect in its share of ministerial positions.

The BJP’s legislative strength rose after eight former United Democratic Party (UDP) MLAs joined the party in September 2026. Consequently, the BJP’s tally increased from two to 10 legislators.

This development made the BJP the second-largest party in the Meghalaya Assembly after the National People’s Party (NPP). Therefore, Shullai believes the party deserves a stronger role in the government’s decision-making structure.

He also indicated that the BJP had raised the issue with Chief Minister Conrad K. Sangma. The demand has added another dimension to the ongoing discussions over Cabinet representation and coalition responsibilities.

Eight UDP MLAs Strengthen BJP’s Position

The political realignment began when eight UDP legislators joined the BJP on September 23, 2026. Their move reduced the UDP’s Assembly strength from 12 to four and increased the BJP’s tally to 10.

The legislators included Lahkmen Rymbui, Kyrmen Shylla, Pius Marwein, Mayralborn Syiem, Ollan Singh Suin, Matthew Beyondstar Kurbah, Balajied Kupar Synrem, and Synshar Kupar Roy Lyngdoh Thabah.

Moreover, the Meghalaya Assembly Speaker later recognised the merger under the Tenth Schedule of the Constitution. This recognition formally changed the party strength within the House.

The shift significantly altered the balance among the MDA’s coalition partners. Although the NPP remained the largest party, the BJP gained a larger legislative presence.

As a result, the BJP’s demand for additional Cabinet representation has become a prominent issue within the ruling alliance.

Sanbor Shullai Questions Existing Power-Sharing Arrangement

Shullai’s remarks have focused on the difference between the BJP’s legislative strength and its ministerial representation. He believes the party’s position as the alliance’s second-largest constituent should receive appropriate recognition.

The BJP currently has one minister in the Meghalaya Cabinet, with Shullai holding the Veterinary portfolio. However, the party’s expanded legislative group has increased expectations for a larger role.

Shullai has also expressed concern over the recent Cabinet reshuffle and allocation of portfolios. During the latest changes, Paul Lyngdoh returned to the Cabinet after joining the NPP.

The reshuffle also shifted the Arts and Culture portfolio away from Shullai. The department went to Paul Lyngdoh, while Shullai received the Taxation portfolio.

Consequently, the BJP leader’s public remarks have highlighted concerns about both Cabinet representation and departmental responsibilities.

Conrad Sangma Cites Cabinet Limitations

Chief Minister Conrad K. Sangma has acknowledged requests from the BJP for greater accommodation. However, he indicated that expanding the Cabinet would remain difficult because of the limited number of ministerial positions.

Meghalaya’s constitutional Cabinet ceiling allows a maximum of 12 ministers, including the Chief Minister. Sangma has said the existing Cabinet structure leaves little room for additional appointments.

He also clarified that Cabinet positions did not form part of the discussions when the eight former UDP legislators joined the BJP. According to him, the legislators made their political decision independently.

Furthermore, Sangma maintained that the NPP would continue cooperating with its coalition partners. However, he did not indicate that the government would immediately create additional ministerial positions.

His remarks highlight the practical limitations facing the BJP’s demand. Even with 10 MLAs, the party cannot automatically secure more Cabinet positions without changes to the existing arrangement.

Coalition Relations Face Fresh Questions

The BJP’s demand has introduced fresh questions about coordination within the MDA government. The alliance includes several political parties with different legislative strengths and regional interests.

The NPP remains the largest party in the Assembly. Meanwhile, the BJP’s expanded presence has changed its position within the coalition.

Therefore, the two parties must manage their political expectations while maintaining cooperation in government. Any disagreement over Cabinet representation could influence discussions between their state and central leadership.

At the same time, the NPP has maintained that the government can continue functioning with its existing coalition arrangement. The BJP’s demand, however, indicates that its expanded legislative strength has created new expectations.

The coming discussions will determine whether both parties can reach an understanding over ministerial representation and portfolio allocation.

What the BJP’s Demand Means for Meghalaya Politics

The dispute reflects a wider challenge in coalition governments: balancing legislative strength with agreed power-sharing arrangements.

The BJP’s increase to 10 MLAs has strengthened its position within Meghalaya’s ruling alliance. However, the existing Cabinet structure limits the scope for additional appointments.

Meanwhile, Shullai’s remarks have made the issue public. This could increase pressure on the alliance leadership to address the BJP’s concerns through consultations.

Nevertheless, the demand does not automatically indicate a breakdown of the MDA government. The NPP continues to lead the administration, while both parties remain coalition partners.

For now, the key issue concerns how the alliance will accommodate the BJP’s expanded role without disrupting the government’s existing structure.

Conclusion

The BJP’s demand for additional Cabinet representation has brought Meghalaya’s coalition power-sharing arrangement into focus. Sanbor Shullai has argued that the party deserves greater ministerial recognition after its strength increased to 10 MLAs. However, Chief Minister Conrad K. Sangma has pointed to constitutional limits and the existing Cabinet structure. The two parties now face the task of addressing their differences through political discussions. Their next steps will shape the working relationship within the Meghalaya Democratic Alliance.
