Landowners affected by the Sihhmui-Muallungthu stretch of the Aizawl Bypass Road have threatened to stop further construction from November 1 if the Mizoram government fails to resolve their demands by the end of October. Landowners Raise Compensation Concerns
The association raised its concerns during a press conference on Tuesday. Members alleged irregularities and a lack of transparency in the distribution of compensation to people affected by the bypass project.
According to the association, around 348 landowners have suffered impacts from the Sihhmui-Muallungthu stretch. However, the group said authorities have not publicly released a complete list of beneficiaries or the amounts paid to each person.
The landowners want the Mizoram government to publish detailed compensation records. They believe greater transparency would help address concerns over pending payments.
Dispute Over RTI Response
The association also questioned information provided by the state Public Works Department (PWD) in response to queries filed under the Right to Information (RTI) Act.
The group claimed that the PWD stated that 17 people were still waiting for compensation and that only ₹98.3 lakh remained for distribution.
However, the association said more than 100 landowners were still awaiting payment. It has therefore called for a review of the compensation records and immediate clarification from the authorities.
Demand for ₹7.4 Crore Release
The landowners have demanded the release of the second compensation instalment of ₹7.4 crore before the end of October.
They warned that failure to release the funds could lead to a construction halt from November 1.
The association said it wants the government to resolve the payment dispute before construction progresses further on the affected stretch.
Other Demands Raised
The landowners have also sought immediate land measurements for people who chose a Land Settlement Certificate (LSC) instead of monetary compensation.
In addition, they want authorities to settle claims from stone quarry owners affected by the project.
The association has also demanded proper disposal of excavated earth at designated dumping sites. It said construction-related dumping and landslides have damaged crops and plantations in some areas.
Therefore, the group wants affected farmers and landowners to receive compensation for damaged crops and plantations.
Construction Could Face Disruption
The association said it has repeatedly raised concerns about compensation, land measurements and the impact of construction activities.
However, the group claims that several issues remain unresolved. As a result, it has set the end of October as the deadline for authorities to take action.
If the government fails to address the demands, the association plans to stop further construction from November 1.
Government officials could not be contacted despite repeated attempts for a response to the allegations.
