Nagaland Government Revises FNTA Bill
The government introduced the revised FNTA Bill on the opening day of the Monsoon Session of the Nagaland Legislative Assembly.
Before introducing the new version, Deputy Chief Minister Yanthungo Patton moved a motion to withdraw the earlier Bill. The Assembly had deferred that proposal in March after members raised concerns about its powers and constitutional and legal implications.
Patton then sought permission to introduce the revised Bill. The Assembly accepted the request, allowing the government to table the new version.
Speaker Sharingain Longkumer said lawmakers would take up the Bill for consideration and passage on Thursday. He also asked members to submit amendments and clarification requests by 2 pm on Wednesday.
FNTA Agreement with Centre and ENPO
The revised Bill follows a tripartite agreement that the Centre, Nagaland government and Eastern Nagaland Peoples’ Organisation signed in February.
The proposed FNTA aims to give eastern Nagaland greater administrative autonomy. At the same time, the arrangement seeks to address long-standing concerns over development and governance in the region.
The ENPO represents eight tribes across six eastern districts: Mon, Tuensang, Longleng, Kiphire, Noklak and Shamator.
The organisation had demanded a separate state since 2010. It cited what it described as years of neglect and inadequate development in eastern Nagaland.
However, the ENPO later accepted the Centre’s proposal for an autonomous administrative arrangement through the FNTA framework.
Government Works on Revised Proposal
After the Assembly deferred the earlier Bill, the state government held consultations with stakeholders.
The government then worked on a revised proposal to address concerns surrounding the original legislation. The latest Bill now faces detailed discussion in the Assembly.
Meanwhile, lawmakers will have an opportunity to propose amendments and seek clarification before Thursday’s consideration.
Five More Bills Introduced
The Assembly also introduced five other Bills during Tuesday’s session.
Chief Minister Neiphiu Rio introduced four Bills, including the Nagaland Goods and Services Tax (Eleventh Amendment) Bill, 2026, and the Nagaland Goods and Services Tax (Twelfth Amendment) Bill, 2026.
He also introduced the Nagaland Town and Country Planning (Sixth Amendment) Bill, 2026, and the Nagaland Right to Public Services Bill, 2026.
Health Minister P Paiwang Konyak introduced the Nagaland Paramedical Council (Repeal) Bill, 2026.
The Speaker said the Assembly would also consider these Bills for passage on Thursday.
