Shillong vending zones now form a key part of Meghalaya’s effort to protect street vendors while improving traffic, pedestrian movement and public spaces in the state capital. The government has started moving vendors from busy roadside locations to designated areas.

The move aims to address two needs at the same time. It gives vendors organised places to run their businesses. It also helps authorities manage congestion, sanitation and pedestrian movement in some of Shillong’s busiest areas.

Shillong vending zones expand across key areas

The Urban Affairs Department and Shillong Municipal Board have taken steps to create dedicated vending spaces across Shillong. The initiative follows the state’s street vending policy, which seeks to regulate vending while protecting the livelihoods of eligible vendors.

In January 2026, the Meghalaya government said officials had shifted 29 vendors near Civil Hospital to a new vending zone at the PWD premises in Barik. The government said the move helped clear the footpath and improve pedestrian movement, vehicle flow and emergency access.

Meanwhile, authorities have identified several busy locations as no-vending areas. These include parts of Laitumkhrah, Dhankheti, Malki Point, Barik, Phan Nonglait Park, Red Cross, Laban and Lumshatsngi.

The changes reflect the government’s wider attempt to bring more order to commercial streets without ending street vending as a source of income.

Shillong vending zones provide dedicated stalls

The Shillong Municipal Board has also developed dedicated vending facilities in different parts of the city. In a July 2026 court proceeding, the Board informed the Meghalaya High Court about two such sites at Dhankheti and Barik.

The Dhankheti vending zone has 32 stalls. The Barik site has space for 151 vendors from nearby areas, including Laitumkhrah.

The Board said it would allot the stalls through trade-wise draws of lots. This process can help authorities distribute the available spaces among eligible vendors in a transparent manner.

Authorities seek balance between order and livelihoods

Meghalaya’s street vending framework does not treat regulation as simple eviction. The Meghalaya Street Vendors Protection of Livelihood and Regulation of Street Vending Scheme, 2023, provides a framework for identifying vending zones and managing vendors.

The scheme considers several factors, including pedestrian safety, road width, traffic movement and public convenience. Authorities also need to survey vendors and identify eligible beneficiaries.

Therefore, the policy seeks to create a balance. The government can control vending in areas where it creates serious public problems while providing alternative spaces for eligible vendors.

Shillong vending zones target cleaner public spaces

The government’s plan also places emphasis on cleanliness and public convenience. The Shillong Municipal Board has told the High Court that it will manage waste disposal at the designated vending zones.

Organised spaces can also give vendors better working conditions. At the same time, they can help residents move more easily through busy commercial areas.

However, the success of the plan will depend on how vendors and authorities adapt to the new arrangements. A vending space needs more than stalls. Vendors also need customers, basic facilities and reliable access to the area.

Shillong vending zones face an implementation challenge

The government must now ensure that the new system works on the ground. Authorities will need to allot stalls fairly and maintain the designated sites properly.

The Shillong Municipal Board has told the court that it does not intend to remove genuine vendors without first providing alternative space in notified vending zones. The Board has also said that vendors who receive allotted stalls should move to those locations permanently, subject to the applicable rules.

Meanwhile, vendors will have to follow the new restrictions and operate within the designated areas. This cooperation will remain important as the city adjusts to the changes.

Shillong vending zones could reshape city management

Shillong’s approach reflects a wider urban challenge. Cities need cleaner roads and safer footpaths, but many families also depend on street vending for their income.

The new system offers a practical way to address both concerns. Shillong vending zones can give vendors a recognised place to work while allowing authorities to manage traffic, sanitation and public spaces more effectively.

Overall, the policy will succeed only if the government maintains the vending zones, treats vendors fairly and keeps the spaces accessible to customers. If authorities and vendors work together, the initiative could help Shillong create a more organised city without pushing informal workers out of the urban economy.
