ZPM leadership change is taking shape in Mizoram after the ruling Zoram People’s Movement amended its constitution to allow Chief Minister Lalduhoma to hold an elected party post. The move has opened the way for him to take over a key organisational position, including the party presidency.
The development comes as the ZPM prepares to appoint its party leaders and office-bearers through its Val Upa Council, the organisation’s highest decision-making body. However, Lalduhoma’s appointment as party president has not yet been formally announced. Therefore, the change should be viewed as a likely next step rather than a completed decision.
Constitutional change clears key hurdle
The latest ZPM leadership change follows a decision by the party’s headquarters executive committee in Aizawl to amend Clause 1 of Article 21 of its constitution. The earlier provision prevented ministers from serving as elected office-bearers in the party.
The amendment creates an exception for the chief minister. Lalduhoma can now hold an elected party position while continuing to serve as Mizoram’s chief minister. Other ministers, however, remain barred from simultaneously holding elected office-bearer positions under the existing rule.
The decision effectively removes the organisational barrier that had prevented Lalduhoma from combining his government and party responsibilities.
Lalduhoma’s return to party leadership
The ZPM leadership change also has a recent precedent. Lalduhoma had temporarily assumed charge as ZPM president in April after then-president Lalliansawta went on leave because of health concerns. Lalliansawta later resumed the party presidency in June.
That earlier arrangement showed that Lalduhoma could take on the party’s top organisational responsibility when required. The latest constitutional amendment goes further by formally allowing the chief minister to hold an elected party post.
Meanwhile, the proposed leadership arrangement comes amid a broader effort by the ZPM to settle its organisational structure. The executive committee had decided against holding internal elections for party leaders and office-bearers. Instead, the Val Upa Council was entrusted with appointing them.
What the new arrangement could mean
The ZPM leadership change could bring the party’s political and government leadership closer together. Lalduhoma already leads the ZPM legislature party and heads the state government. Holding a senior party position would give him a more direct organisational role as the government approaches the later part of its current term.
However, the arrangement also marks a departure from the party’s earlier “one person, one post” principle. The constitutional amendment specifically creates room for the chief minister, while keeping the restriction on other ministers.
Lalduhoma himself has indicated that he does not personally favour simultaneously holding the chief minister’s and party president’s posts, according to a report by The Aizawl Post. He has also said that decisions taken by the party’s highest authority would have to be respected.
Party unity remains under focus
The ZPM leadership change comes after months of political speculation about the ruling party’s internal dynamics. Earlier this year, opposition leaders had alleged differences within the ZPM after Lalduhoma took over the Personnel and Administrative Reforms Department from Home Minister K. Sapdanga.
Lalduhoma and ZPM leaders rejected claims of an internal rift. Sapdanga also dismissed speculation that he was seeking to replace the chief minister, describing such claims as baseless.
Against that backdrop, the proposed organisational change will be closely watched. A clear party leadership structure could help the ZPM coordinate its political organisation and government agenda more closely.
ZPM prepares for its next phase
The ZPM leadership change now appears closer after the constitutional amendment removed the main legal barrier to Lalduhoma holding a party office. The final decision, however, rests with the party’s designated leadership mechanism.
If Lalduhoma is appointed party president, he would hold a more central role in both the government and the organisation he leads. For now, the ZPM’s move signals a significant shift in its internal structure, while the formal appointment remains the next key development to watch.
