Dibrugarh bus fees have sparked concern among bus owners after they alleged that some agencies collect amounts above the rates approved by municipal authorities. The operators want officials to clarify the charges and identify who has legal authority to collect them.

Bus owners have questioned collections that they say exceed municipal rates. They want authorities to explain whether the additional amounts carry official approval.
The operators’ complaint focuses on three issues: the applicable fee, the authority collecting it and the purpose of each payment. They also want officials to distinguish municipal charges from fees collected under other transport or parking arrangements.
Dibrugarh Municipal Corporation (DMC) lists parking revenue and other user charges among its sources of income. The corporation also oversees several local revenue functions.
However, the existence of a municipal revenue system does not automatically validate every collection. Authorities must establish the rate, purpose and legal basis of any disputed payment.
Municipal rules prescribe parking charges
The dispute comes after DMC introduced measures to regulate parking fee collection in Dibrugarh. The corporation took steps to address complaints about arbitrary charges and misconduct by parking attendants.
Reports from July 2025 said DMC fixed parking rates for different categories of vehicles. The guidelines also required attendants to wear identification and issue official receipts.
The reported rates included Rs 10 for two-wheelers and Rs 20 for four-wheelers for the first two hours. Heavy vehicles faced a reported charge of Rs 40 for the same period. The system also prescribed additional charges for longer parking periods.
For bus owners, the central question remains whether the disputed payments fall under these approved rates. They also want authorities to explain any separate charge that applies specifically to buses.
Receipts could help settle the dispute

A Gauhati High Court judgment recorded the administration’s direction to stop unauthorised collections. It also required the municipal authority to collect parking fees only in notified areas and through proper procedures.
Another case involved bus operators from Dibrugarh and Tinsukia who challenged parking fee collection at Naharkatia. The Gauhati High Court examined questions involving municipal authority, parking facilities and the process for imposing fees.
Those cases do not prove the current allegations. However, they show that parking and municipal fee collection have previously generated disputes in the region.
Clear rates could ease operator concerns
The latest complaint now puts the focus on transparency. Bus owners want authorities to publish the applicable Dibrugarh bus fees and clarify who can collect them.
A visible rate chart could help operators and passengers understand the charges. Officials could also strengthen the system by designating collection points and requiring receipts for every payment.
