Sagalee bandh focuses on public services
The Sagalee bandh has been called by ASSU over a range of demands concerning essential public services and local development. Health and education are among the key areas highlighted by the students’ organisation.
According to the union, it wants improvements in the use of existing infrastructure and government facilities. It has also raised concerns related to land protection and the need to strengthen essential services in the area.
The shutdown reflects wider concerns over the delivery and availability of public facilities in the constituency. However, the union’s demands cover several sectors rather than being limited to one department.
Health concerns remain part of the demands

At the Community Health Centre (CHC) in Sagalee, officials identified issues including an approach road in poor condition, an incomplete boundary wall and unfinished sections of the building. The facility was also reported to have only three medical officers despite recording the second-highest outpatient footfall in the district.
During the same inspection, expired medicines were found at some facilities. Officials directed medical officers to remove and safely dispose of the expired stock. The CHC, however, has diagnostic facilities including X-ray and laboratory services.

Education issues add to local concerns
Education is another major component of the students’ union’s demands. Recent official reviews in Sagalee have focused on school infrastructure, teacher availability and improving learning facilities.
In July 2025, officials reviewing education facilities in the Sagalee block discussed gaps in school infrastructure and teacher-related issues. Officials also stressed regular teacher attendance and better training to improve the use of smart classroom facilities.
A renovated smart classroom at Government Upper Primary School, Kheel, was also inaugurated during the period. Officials called for stronger community participation and better use of government and CSR-supported initiatives in rural schools.
Meanwhile, the latest Sagalee bandh brings these concerns back into focus as ASSU seeks action across the health and education sectors.
Authorities had urged union to withdraw strike
Ahead of the shutdown, the Additional Deputy Commissioner of Sagalee and local police appealed to the students’ union to defer or withdraw the bandh, citing public interest.
Despite the appeal, the shutdown went ahead. Authorities have advised commuters travelling between Itanagar and areas including Seppa and Pakke Kessang to consider alternative routes.
The bandh is expected to affect normal movement and public services in Sagalee while the students’ union continues to press its demands.
