Indian Tour Operators Welcome Deferral of Tax Collection at Source on Overseas Packages, Call for Further Reduction

The Indian Association of Tour Operators (IATO), the apex body representing tour operators in the country, has expressed its appreciation for the government’s decision to defer the implementation of the tax collection at source (TCS) on overseas tour packages until September 30, 2023. However, the association reiterated its longstanding demand for a reduction of the TCS rate to 2.5 percent, stating that it would encourage more individuals to come under the tax net.

The IATO, which boasts a membership of over 1,700 tour operators, released a statement expressing gratitude to the government for partially relieving the industry of the burden of TCS. The government has also withdrawn the proposed increase in the TCS percentage from 5 percent to 20 percent on amounts up to Rs 7 lakh per annum.

While the tour operators welcomed the rollback of the proposed measures, they believe that reducing the TCS rate to 2.5 percent would align with the government’s objective of expanding the tax base. Rajiv Mehra, President of IATO, emphasized the importance of attracting more individuals into the tax net while ensuring a favorable environment for the tourism industry.

The tourism sector plays a crucial role in India’s economy, generating employment opportunities and contributing significantly to foreign exchange earnings. However, the industry has faced several challenges in recent years, including the impact of the COVID-19 pandemic and associated restrictions. As the sector gradually recovers, tour operators believe that a reduced TCS rate would provide a much-needed boost to the industry.

Tour operators have been advocating for a lower TCS rate for some time, highlighting its potential to promote tourism and encourage more people to travel. A reduced rate would make overseas tour packages more affordable and attractive to a wider range of individuals, leading to increased travel bookings and revenue for the industry.

The deferment of the TCS implementation until September 30, 2023, provides temporary relief to tour operators. This additional time allows them to plan and adjust their business operations accordingly. However, the IATO remains steadfast in its call for a permanent reduction in the TCS rate to 2.5 percent.

Tour operators are optimistic that the government will consider their request and work towards striking a balance between revenue generation and the growth of the tourism industry. A reduced TCS rate would encourage individuals to choose authorized tour operators for their travel needs, ensuring compliance with tax regulations and promoting a more organized and transparent sector.

The IATO, along with its members, will continue to engage with the government and relevant authorities to emphasize the importance of a reduced TCS rate. They aim to foster a collaborative approach that takes into account the concerns of the tourism industry while supporting the government’s vision of broadening the tax base.

While tour operators appreciate the government’s decision to defer the TCS implementation on overseas tour packages, they stress the need for a further reduction in the rate to 2.5 percent. The IATO believes that such a reduction would incentivize more individuals to enter the tax net while providing a significant impetus to the tourism sector. By collaborating with the government, tour operators aim to create a favorable environment that supports both revenue generation and the growth of the industry.
