Meghalaya migrant worker registration is now mandatory under the state’s migrant worker law, with employers and contractors facing penalties if they fail to ensure registration.
The Labour Department has begun enforcing the amended Meghalaya Identification, Registration, Safety and Security of Migrant Workers (MIRSS) framework. The move aims to improve worker identification, verification, safety and access to assistance while giving employers clearer responsibilities.
Meghalaya migrant worker registration brings tighter rules
The amended MIRSS Rules were launched on September 9 by Labour Minister Methodius Dkhar at a state-level programme in Shillong. The government said the revised framework strengthens registration, inspection, enforcement and coordination among the Labour Department, police and district authorities.
Under the system, migrant workers employed in Meghalaya must obtain a separate Registration Card. Employers and contractors must ensure that workers complete the registration process. The government has also stressed that registration should not become a means of harassment or create unnecessary barriers.
The state has linked the updated framework to broader safety and security measures. Officials say registration will help authorities identify where migrant workers are employed and assist them during emergencies. It also creates a formal record that can support coordination between departments when workers need assistance or when authorities conduct inspections. The government has said implementation should balance enforcement with the rights and dignity of migrant workers.
Meghalaya migrant worker registration brings penalties
The amended framework introduces a graded penalty system for violations. A first offence can attract a fine of Rs 10,000, while repeated violations carry higher penalties. A third offence may lead to a fine of up to Rs 1 lakh and imprisonment of up to three months.
The government has also launched an electronic payment facility for fines. In addition, a Standard Operating Procedure sets out the responsibilities and powers of the Labour Department, police, district administrations and District Task Forces.
These provisions place greater responsibility on businesses that hire migrant labour. Employers, contractors, industries and other establishments must therefore pay attention to registration and related compliance requirements. The rules also give authorities a clearer basis for inspections and action when violations are detected during enforcement.
Meghalaya migrant worker registration process
Applications can be submitted online to the Registering Officer in the area where the worker is employed. The registration fee is Rs 50 for each application submitted by a worker.
The service is also available through the Labour Commissioner’s Portal, Invest Meghalaya Portal, Common Service Centres, and help desks at district labour offices. The state’s e-district service lists migrant worker registration as a regulatory service with a stated delivery period of 30 days.
The amended process also requires police verification. The State Police Department will use the Crime and Criminal Tracking Network and Systems (CCTNS) to support verification. Police may issue provisional clearance while checks continue, with final verification to be completed within 30 days.
Verification and worker protection
The government has expanded the role of police and labour officials under the updated framework. Complaints involving harassment, intimidation, discrimination, physical injury or other unlawful acts against migrant workers should be registered, investigated and handled according to law.
Meanwhile, Meghalaya has highlighted the need for coordination with the states from which migrant workers travel. Such coordination can support identification, verification, emergency assistance and welfare measures.
The Labour Department has also said that information collected during registration should be used only for legitimate public purposes. Officials have stressed the need to protect workers’ privacy and dignity while implementing the system.
Meghalaya migrant worker registration enters enforcement phase
The government’s latest measures build on the MIRSS Act, 2020, which already placed a duty on persons employing or engaging migrant workers to ensure their registration. The original law provided for penalties when establishments failed to comply.
The 2026 amendments now provide a more detailed enforcement structure, including graded penalties, inspection mechanisms, defined institutional responsibilities and digital payment facilities.
Overall, Meghalaya migrant worker registration is becoming a central compliance requirement for employers and contractors across the state. The government has called for cooperation among employers, workers, police, district administrations and other stakeholders as the amended rules take effect.
