The Mizoram electoral roll upgrades have moved into a new stage following the completion of the Special Intensive Revision (SIR) process in the state. The Election Commission published Mizoram’s final SIR 2026 electoral roll on September 7, after a detailed verification exercise involving Booth Level Officers and voters across the state.

The revision used July 1, 2026, as the qualifying date and sought to ensure that eligible citizens remained on the rolls while ineligible or duplicate entries were removed. Mizoram also became one of the first states in Phase III to complete the digitisation of its collected enumeration forms.

Mizoram Electoral Roll Upgrades Reach Final SIR Stage

The Mizoram electoral roll upgrades began with the Phase III SIR enumeration exercise in May 2026. The Election Commission scheduled house-to-house visits by Booth Level Officers from May 30 to June 28, followed by publication of the draft roll on July 5 and a claims-and-objections period lasting until August 4. The final roll was scheduled for September 6 and was subsequently published on September 7.

Mizoram had 8,75,004 electors when the ECI announced the Phase III exercise. The process involved 1,353 Booth Level Officers and 3,430 Booth Level Agents representing political parties. Their participation was intended to support verification and improve transparency during the enumeration stage.

During the field exercise, election officials distributed 8,75,068 enumeration forms. Booth Level Officers collected 8,28,906 forms, while 46,163 remained uncollected for different reasons. The uncollected cases included reported deaths, permanent migration, untraceable electors and people already enrolled elsewhere.

Additionally, officials reported that 309 people declined enrolment during the exercise because of religious beliefs or other reasons. Such cases formed part of the broader verification process rather than automatically representing deletions for ineligibility.

Digitisation Strengthens Electoral Roll Verification

Mizoram achieved 100% digitisation of the enumeration forms collected during the SIR exercise by June 25. Election officials described the achievement as the first among the states participating in the third phase at that point. The digitisation helped officials process the large volume of information collected during house-to-house verification.

The revision also relied on the 2005 electoral roll as the primary reference because it was the last roll prepared through an Intensive Revision in Mizoram. Voters and officials therefore had to address discrepancies that emerged while comparing current information with older electoral records.

The draft roll published in July contained 8,28,906 electors. It included 3,99,025 male electors and 4,29,881 female electors. The state also recorded 4,185 service voters at that stage.

Moreover, the SIR process included mechanisms for voters to challenge omissions or discrepancies. The claims and objections period gave electors an opportunity to seek corrections before the final roll was prepared.

The process therefore involved more than simply deleting names. It also created an avenue for eligible citizens to protect their registration and correct errors in the electoral database. That balance remains central to the Election Commission’s stated objective of ensuring that no eligible citizen is left out while preventing ineligible entries from remaining on the roll.

Claims and Objections Shape Final Electoral Roll

The publication of the draft roll triggered an important verification period across Mizoram. Citizens, political parties and other stakeholders could examine the entries and submit claims or objections before the authorities completed the finalisation process.

In Lunglei district, the scale of the verification process illustrates the work involved. Authorities issued 21,552 notices during SIR 2026 across the district’s six Assembly constituencies. These notices included 2,261 cases involving no mapping, 18,441 involving mapping discrepancies and 850 cases classified under other categories.

All 21,552 cases in Lunglei were taken up for hearing. Electors received an opportunity to present their cases and submit relevant documents before decisions were made. This hearing process provided an additional layer of scrutiny before the electoral roll was finalised.

Meanwhile, the overall SIR process across Phase III states has generated significant attention because electoral rolls can change substantially after field verification. The Election Commission has repeatedly stressed participation by electors and political parties throughout the process.

Mizoram’s experience also demonstrates why accurate voter records require continuous verification. Population movement, deaths, migration and duplicate registration can gradually affect electoral databases. Therefore, periodic intensive revisions can help authorities update records while allowing affected electors to raise objections.

However, changes in the number of electors should not automatically be interpreted as evidence of widespread wrongful deletion. Each category requires examination of the underlying records and the opportunities provided to affected voters during the claims and objections process.

Special Enrollment Drive Continues After SIR

Although the final SIR roll has been published, electoral registration remains an ongoing administrative process. The Chief Electoral Officer’s official website now lists a Special Enrollment Drive dated October 1, 2026, alongside the final SIR roll and other voter-registration services.

The post-SIR stage is significant because citizens can continue to seek electoral registration or corrections through the mechanisms provided by election authorities. The CEO Mizoram portal provides facilities for registering on the electoral roll, submitting complaints, searching names and accessing the final SIR roll.

The state has also published lists of voters who appeared in the 2025 electoral rolls but were not included in the SIR 2026 draft roll. Such publication provides another means for voters and stakeholders to examine changes between the previous records and the revised database.

Furthermore, the final roll is linked to the qualifying date of July 1, 2026. Citizens who meet the legal eligibility requirements on the qualifying date can therefore use the prescribed registration process if their names are missing or require correction.

The continuing enrollment activity shows that electoral-roll management does not end with the publication of a final SIR document. Instead, authorities continue maintaining the database through additions, modifications, deletions and other statutory processes.

Electoral Database Enters Regular Maintenance Phase

The completion of SIR Phase III places Mizoram in a regular electoral-roll maintenance phase while the state continues to provide voter services. The Chief Electoral Officer’s portal now prominently provides access to the final roll and voter-search facilities.

The revision also established a more updated baseline for future electoral administration. Accurate rolls help election officials prepare polling stations, maintain voter records and provide eligible citizens with access to electoral participation.

At the national level, the Election Commission described Phase III as a large-scale exercise involving more than 3.94 lakh Booth Level Officers across 16 states and three Union Territories. The exercise covered more than 36.73 crore electors, with political parties encouraged to appoint Booth Level Agents to participate in the process.

Mizoram’s comparatively smaller electorate nevertheless required extensive field verification because electoral records must remain accurate at the individual level. The state’s completion of enumeration and digitisation demonstrated the importance of administrative preparedness.

Going forward, the focus will shift from intensive revision to maintaining the accuracy of the final database. Voters who identify omissions or errors will continue to depend on the registration and correction mechanisms provided by election authorities.

Consequently, the Mizoram electoral roll upgrades represent both a completed intensive exercise and an ongoing process of voter-record maintenance. The effectiveness of the revision will ultimately depend on continued verification, timely corrections and public participation.

Conclusion

The Mizoram electoral roll upgrades have advanced significantly with the publication of the final SIR 2026 electoral roll on September 7. The exercise involved extensive house-to-house enumeration, digitisation, verification and a formal claims-and-objections process.

With the final roll now available, election authorities have moved toward continued enrolment and correction services. The new phase will focus on keeping voter records accurate while ensuring that eligible citizens can secure their place on the electoral roll.
