Poppy cultivation has come under renewed scrutiny in Manipur after authorities destroyed approximately 45 acres of illegal plantations during a joint operation in Churachandpur district. The coordinated drive took place in the Thangjing Hill Range on November 5, involving district police and several security and government agencies.

The operation forms part of the state’s continuing efforts to tackle illicit opium production and prevent illegal drug-related activities. However, officials found no individuals at the cultivation site during the exercise. Authorities subsequently issued a summons to the chief of Lhangnom village, under whose jurisdiction the affected area falls.

Joint Operation Targets Illegal Poppy Cultivation

The destruction drive was conducted by Churachandpur District Police in coordination with multiple security and administrative agencies. The operation targeted approximately 45 acres of land used for illicit poppy cultivation in the Thangjing Hill Range.

Personnel from the 1st Indian Reserve Battalion (IRB), the 58th Battalion of the Central Reserve Police Force (CRPF), Narcotics and Affairs of Border (NAB), and the Forest Department participated in the operation.

An Executive Magistrate was also present during the exercise to oversee the proceedings and ensure that the operation followed the required administrative procedures.

The coordinated approach brought together law enforcement, security personnel and forest officials. Their participation reflects the importance of inter-agency cooperation in addressing illegal plantations across Manipur’s hill districts.

Moreover, the involvement of the Forest Department highlights the connection between enforcement against illicit farming and the protection of forest areas.

The team carried out the destruction exercise at the identified location on November 5. Officials estimated that the affected plantations covered around 45 acres.

No Cultivators Found at the Operation Site

Despite the large area covered by the illegal plantations, the joint team did not find any individuals at the site during the operation.

Consequently, authorities could not identify or apprehend anyone suspected of cultivating the poppy plants at the location during the exercise.

However, the absence of individuals did not end the administrative follow-up. Since the affected land falls within the jurisdiction of Lhangnom village, authorities subsequently issued a summons to the village chief.

The summons marks a further step in the authorities’ efforts to establish accountability and obtain information about the land where the illegal cultivation was detected.

However, the issuance of a summons does not establish the village chief’s involvement in the cultivation. Any responsibility would require examination through the appropriate legal and administrative process.

Officials have not publicly disclosed further details about the identities of those responsible for the plantations. They have also not reported any arrests connected with this particular operation.

Poppy Cultivation Remains a Challenge for Manipur

Illegal poppy cultivation has remained a major concern for Manipur’s law enforcement agencies. The cultivation of opium poppy can contribute to the production of narcotic substances, creating challenges for drug control and public health authorities.

Several hill districts have witnessed enforcement operations targeting plantations spread across remote and difficult-to-access areas.

Churachandpur has also featured in previous destruction drives. Authorities have repeatedly conducted coordinated exercises involving district police, security forces, the Narcotics and Affairs of Border unit and forest officials.

These operations aim to prevent illicit cultivation and identify people involved in activities linked to illegal opium production.

Meanwhile, the geographical conditions in several hill areas can make enforcement challenging. Remote locations and difficult terrain often require coordination between multiple departments to locate and destroy illegal plantations.

Furthermore, preventing the return of poppy cultivation requires continued monitoring beyond individual destruction drives.

Government Intensifies Its War on Drugs

The latest operation comes amid the Manipur government’s wider campaign against illegal poppy cultivation and drug trafficking.

Chief Minister Y Khemchand Singh said on October 19 that authorities had destroyed around 3,000 acres of illegal poppy cultivation across the state over the preceding year. He also reported that 467 suspected drug traffickers had been arrested during the same period.

These figures underline the scale of the state’s enforcement campaign. They also highlight the government’s continued focus on disrupting activities associated with the illegal narcotics trade.

Additionally, the involvement of different agencies in the Churachandpur operation demonstrates the administration’s reliance on coordinated enforcement.

However, destroying plantations represents only one part of the broader challenge. Authorities must also identify those responsible, prevent fresh cultivation and ensure that enforcement efforts continue across vulnerable areas.

Continued Action Needed to Prevent Fresh Plantations

The destruction of 45 acres in the Thangjing Hill Range marks another significant operation against illegal poppy cultivation in Churachandpur.

Although the joint team found no cultivators at the location, the subsequent summons to the Lhangnom village chief indicates that authorities are pursuing further administrative steps.

The latest action also reinforces the importance of cooperation between police, security agencies and forest officials in tackling illicit plantations.

Overall, sustained monitoring, effective investigations and coordinated enforcement will remain important in preventing fresh cultivation. The authorities’ ability to identify those responsible and stop illegal plantations from returning will be central to Manipur’s continuing efforts against narcotics.
