The Senapati Naga Justice Protest brought around 2,000 people onto the streets of Senapati on October 2, as Naga community organisations demanded accountability for three civilians killed at Kailengjang. The rally followed a September 26 shooting that initially killed two people and left two others injured. One of the injured victims later died, taking the death toll to three.

The Naga People’s Organisation (NPO) organised the rally with participation from tribal bodies, civil society groups, women’s organisations, student organisations and church representatives. Protesters marched through Senapati and later held a public meeting.

The demonstration also marked a wider demand for security and accountability in vulnerable Naga-inhabited areas. Meanwhile, the NPO submitted a nine-point memorandum seeking a time-bound investigation, relief for affected families and stronger protection for civilians.

Senapati Naga Justice Protest Follows Kailengjang Killings

The incident that triggered the Senapati Naga Justice Protest occurred on September 26 at Kailengjang, an area along the Senapati-Kangpokpi inter-district boundary. According to reports from local organisations, armed attackers opened fire during the afternoon. Two Naga civilians died at the scene, while two others suffered injuries.

The two people killed initially were identified as K. Rocky Osanah of Chowainamei Khullen and Kh. Kumar Poumai of Laii Shirafii. Ashiho Sani, 49, later died from injuries at a private hospital early on September 27. Adani Manio, 33, remained under treatment after surviving the attack.

The deaths triggered immediate concern among Naga organisations in Senapati. The Mao Council called for a prompt investigation and urged authorities to identify those responsible and bring them before the law. Similarly, the All Naga Students’ Association, Manipur demanded an independent investigation and stronger measures to protect Naga civilians.

However, allegations about the identity of the attackers remain subject to investigation. Naga organisations have attributed the attack to armed Kuki elements, but those allegations should be distinguished from independently established findings. The demand for an impartial investigation has therefore become a central part of the community’s response.

Senapati Naga Justice Protest Draws Tribes and Civil Society

The Senapati Naga Justice Protest brought together representatives from different sections of the Naga community. Participants included victims’ family members, tribal organisations, women’s groups, student bodies and church leaders. Their presence gave the demonstration a broader community character rather than limiting it to one organisation.

The rally began at Senapati Traffic Point. Protesters then marched towards Forest Gate at Rikhumai Taphou before returning to the Traffic Point, where organisers held a public programme. Around 2,000 people were reported to have attended the gathering.

Representatives of the victims’ families spoke during the programme and stressed the personal loss caused by the killings. The Naga Women’s Union also called for a swift, impartial and transparent investigation. Student representatives, meanwhile, said they would continue pressing for accountability if the victims’ families did not receive justice.

The protest followed an earlier 12-hour shutdown across Senapati on September 28. The NPO had called the shutdown to mourn the three victims and demand action. Shops, offices and transport services remained closed during the shutdown, highlighting the level of concern generated by the incident.

The sequence of mourning, shutdown and public rally shows how the Kailengjang killings have developed into a major local security and accountability issue. Moreover, the participation of multiple community bodies indicates that concerns extend beyond the immediate families of those killed.

Senapati Naga Justice Protest Seeks Time-Bound Investigation

A central feature of the Senapati Naga Justice Protest was the nine-point charter submitted by the NPO to the Manipur government. The organisation called for a Special Investigation Team headed by a senior police officer not below the rank of Inspector General of Police.

The NPO also requested that the investigation be completed within 30 days of the SIT’s formation, with a charge sheet filed before the competent court within 45 days, subject to applicable legal procedures. It further sought an interim status report for the victims’ families and the organisation within 15 days, where legally permissible.

Financial and welfare assistance also formed part of the memorandum. The NPO requested ex-gratia assistance of at least ₹10 lakh for the next of kin of each deceased victim. It also sought medical and financial support for Adani Manio, assistance for burial and customary rites, compassionate appointment for an eligible family member and educational support for dependent children.

The organisation additionally demanded stronger security arrangements in vulnerable Naga villages along the Senapati-Kangpokpi border. Its memorandum called for effective patrolling, area protection and measures to prevent armed elements from endangering civilian communities. These demands connect the immediate investigation to wider concerns about civilian safety.

As government offices remained closed for Gandhi Jayanti on October 2, the NPO delegation submitted the memorandum at the Deputy Commissioner’s official residence. Copies were also addressed to senior state authorities, including the Governor, Deputy Chief Minister, Home Minister, Chief Secretary, Director General of Police and Senapati’s Superintendent of Police.

Senapati Naga Justice Protest Highlights Wider Security Concerns

The Senapati Naga Justice Protest comes amid continuing security concerns in Naga-inhabited areas of Manipur. The Kailengjang incident occurred only days after four Tangkhul Naga civilians were killed at Pilong in Kamjong district on September 24, according to Naga organisations and local reports.

The timing added to concerns among Naga civil society groups. The All Naga Students’ Association, Manipur had already called for government intervention after the Kailengjang incident and demanded an independent investigation. The organisation also argued that civilian protection should receive greater attention amid continuing violence.

The NPO’s latest demands therefore extend beyond prosecution. They also focus on preventing further attacks and strengthening security in vulnerable settlements. Such demands place pressure on the state government to demonstrate both investigative progress and effective protection for residents.

The protests also come against a broader backdrop of political and community efforts to address tensions in Manipur. However, the latest killing has renewed concerns among Naga organisations about whether civilians in border areas can live without fear of renewed violence.

At the same time, any investigation will need to establish the circumstances of the Kailengjang shooting through evidence and due legal process. Determining responsibility through a transparent investigation remains important for the victims’ families as well as for maintaining confidence in the rule of law.

The NPO has sought a written response from the state government within seven days. It has also indicated that further democratic agitation could follow if its demands remain unaddressed.

Conclusion

The Senapati Naga Justice Protest has placed the Kailengjang killings firmly at the centre of public attention in Senapati. Around 2,000 people joined the October 2 rally, while Naga organisations called for an impartial investigation, accountability and stronger protection for vulnerable communities.

The nine-point memorandum now provides a specific set of demands for the Manipur government to consider. Consequently, the next stage will depend on the authorities’ response, the progress of any investigation and measures taken to protect civilians in sensitive areas.
