Arunachal Pradesh Chief Minister Pema Khandu has reviewed the proposed Siang Upper Multipurpose Project (SUMP) feasibility report with legislators, bringing technical questions, national security concerns and community interests into focus. The discussions come amid continuing debate over the proposed mega project in the Siang Valley.

The Siang project review comes as the state government maintains that technical assessments must establish the project’s viability before authorities consider further steps. Meanwhile, sections of the local population continue to raise concerns about environmental damage, land impacts and the future of indigenous communities.

Siang project review focuses on feasibility

The proposed Siang Upper Multipurpose Project remains at the preliminary feasibility assessment stage. The government aims to determine whether the project can be built safely and identify the technical conditions required for its development.

The assessment is expected to examine possible construction sites, geological conditions and seismic risks. These factors are particularly important because Arunachal Pradesh lies in a seismically active region.

The state government has repeatedly stressed that completing the Preliminary Feasibility Report (PFR) is necessary before making decisions about the project’s future. The report will help experts assess whether the proposed infrastructure is technically viable.

Chief Minister Pema Khandu has maintained that the government will not proceed if experts conclude that the project cannot be built. Therefore, the current exercise is intended to establish the facts rather than confirm a final construction decision.

Siang project review brings legislators into discussion

The latest review reflects the government’s effort to involve elected representatives in discussions about the proposed project. On October 5, Khandu and Deputy Chief Minister Chowna Mein met legislators from the Adi community, community representatives, municipal councillors, panchayat leaders and members of the public in Pasighat.

The meeting provided an opportunity for participants to raise questions and share views about the project. Khandu stressed the importance of listening to people living along the Siang River before deciding its future.

Mein also urged public representatives and community leaders to understand the project’s objectives, possible implications and assessment process. He said wider awareness could help address doubts and improve communication between the administration and residents.

However, the discussions have not removed all concerns. Community groups continue to question the proposed project and the survey activities associated with its preliminary assessment.

Water security and strategic concerns

The government has presented SUMP as a project with implications beyond electricity generation. Officials have highlighted water security, flood management and the strategic importance of Arunachal Pradesh’s location along India’s international border.

Concerns about China’s upstream water infrastructure have also featured in the government’s explanation of the proposal. Authorities have argued that improved water regulation could help manage sudden changes in river flows and support downstream communities.

Additionally, the Siang River forms part of the wider Brahmaputra river system, making its flow important to communities across the region. Flood risks and seasonal changes in water availability remain significant considerations for any large infrastructure proposal.

However, the potential benefits will require careful technical assessment. Experts must establish whether the proposed project can deliver its intended functions while addressing safety and environmental risks.

Local concerns remain central to Siang project review

Opposition to the proposed project has centred on its possible effects on ancestral land, livelihoods, settlements, forests and local traditions. Members of indigenous communities have also raised concerns about displacement and the long-term environmental consequences of a large dam.

These concerns have made public consultation an important part of the debate. Residents want clear information about the survey process and the potential consequences for affected villages.

The state government has said that a preliminary feasibility assessment does not amount to approval for construction. If the project advances beyond this stage, further technical studies and statutory procedures, including environmental and social impact assessments where required, would follow.

Moreover, the government has emphasised continued engagement with affected communities. Transparent communication will remain important as officials gather information and respond to questions about the proposal.

Siang project review leaves key decisions ahead

The latest deliberations underline the challenge of balancing strategic priorities, infrastructure planning and the rights of local communities. The feasibility assessment will provide an important basis for determining whether the proposed project can move forward.

For now, the government faces two parallel tasks: completing the technical examination and maintaining meaningful dialogue with residents. Both will shape public understanding of the proposal and the credibility of the decision-making process.

Ultimately, the project’s future will depend on technical findings, applicable legal requirements and the handling of community concerns. Until these questions receive adequate consideration, the feasibility exercise remains an assessment stage rather than a final commitment to construction.
