Tripura and Assam have secured top positions among smaller and medium energy-consuming states in the State Energy Efficiency Index (SEEI) 2024. The index was released on August 29, 2025, by the Bureau of Energy Efficiency (BEE) in partnership with the Alliance for an Energy Efficient Economy (AEEE).

The SEEI is a key national assessment that tracks state-level progress in adopting energy efficiency measures. It evaluates states on indicators ranging from energy savings in industries to policies on renewable integration and demand-side management.

For 2024, Tripura and Assam emerged as strong performers, setting new benchmarks in the Northeast for sustainable growth and energy-efficient governance.

A Recognition of Policy and Implementation

The SEEI 2024 highlights that smaller and medium states face unique challenges in managing energy demand due to limited resources and infrastructure. Yet, Tripura and Assam have shown that with strategic planning and strong political will, remarkable results can be achieved.

Tripura has focused on enhancing renewable energy adoption and expanding the scope of energy-efficient appliances in rural households. The state has also taken steps to improve building codes and reduce losses in the distribution network.

Assam, on the other hand, has prioritized industrial energy efficiency, electrification of public transport, and digital monitoring of energy consumption. The index recognized Assam’s integrated approach in balancing development with conservation.

The Role of SEEI in India’s Energy Future

The State Energy Efficiency Index is more than a ranking tool. It acts as a guide for states to track their annual progress and identify areas needing urgent attention. The SEEI 2024 was developed through close collaboration with state-designated agencies, ensuring accurate data collection and evaluation.

The Ministry of Power has repeatedly emphasized the importance of improving energy efficiency to meet India’s climate commitments under COP27. By cutting wasteful energy consumption, states not only save costs but also reduce their carbon footprint.

BEE officials said the success of Tripura and Assam proves that energy efficiency is not just a policy goal but a practical solution for smaller states looking to accelerate growth sustainably.

Assam and Tripura Set Examples for the Northeast

The achievements of Assam and Tripura carry broader significance for the Northeast region. Historically, northeastern states have struggled with issues like high transmission losses and limited access to modern energy-saving technologies.

With their recent progress, Assam and Tripura are showing that smaller states can rise to the challenge. Their models can inspire neighboring states like Meghalaya, Nagaland, and Manipur to adopt similar measures.

The State Energy Efficiency Index 2024 report encourages cross-state learning and collaboration, urging states to share best practices in industrial, household, and transport energy savings.

National Context and Long-Term Goal

At the national level, the SEEI 2024 reflects India’s ambition to achieve net-zero emissions by 2070. Improving efficiency across sectors is central to this plan. While larger states such as Maharashtra, Gujarat, and Tamil Nadu continue to play a big role, the recognition of smaller states highlights the inclusive nature of India’s energy mission.

The success of Tripura and Assam also aligns with India’s National Action Plan on Climate Change (NAPCC), which calls for state-level missions on energy efficiency. By excelling in the SEEI, both states have taken steps toward aligning local governance with national and global sustainability goals.

Challenges Ahead

Despite their strong performance, both states face ongoing challenges. Tripura must further expand clean cooking solutions and tackle fuel dependency in rural areas. Assam needs to strengthen urban energy efficiency and expand electric mobility adoption.

Experts believe that while progress is commendable, sustained momentum is necessary. Energy efficiency is not a one-time achievement but a continuous process requiring technological upgrades, awareness campaigns, and consistent policy support.

Call to Action for Other States

The SEEI 2024 is a reminder that every state, regardless of size, can contribute meaningfully to India’s energy transition. Tripura and Assam’s performance should serve as a wake-up call for other smaller states to step up their efforts.

Energy efficiency offers a win-win opportunity. It cuts costs for households and industries, reduces dependence on fossil fuels, and helps build resilience against climate change. States must actively engage with programs launched by BEE and partner with organizations like AEEE to scale up their impact.

India’s path to energy independence and sustainability lies in collaborative action. As Tripura and Assam lead the way, the momentum must spread across all states to make the energy efficiency revolution truly national.
