Coal mafia now faces scrutiny as Gogoi targets BJP

Coal mafia allegations have returned to the political spotlight as Congress leader Gaurav Gogoi questions why BJP governments have not acted more firmly against illegal coal networks while the Northeast battles severe floods.

The Assam Pradesh Congress Committee president has repeatedly raised concerns over illegal mining and coal syndicates in Assam and Meghalaya. His latest criticism comes as the flood crisis has again placed environmental damage, governance and disaster preparedness under scrutiny.

Coal mafia claims gain fresh attention

Gogoi has accused BJP governments of going quiet on the coal mafia while communities face the consequences of flooding. He has argued that illegal mining and the alleged protection of syndicates deserve closer investigation.

The charge is political and has not established that illegal coal mining caused the current floods. However, environmental groups and other public figures have also raised concerns about mining, hill cutting and tree loss in parts of Upper Assam.

In July, the Krishak Mukti Sangram Samiti alleged that illegal coal and stone extraction, along with tree felling along the Assam-Nagaland border, had worsened flooding. Those claims remain allegations and require independent verification.

Gogoi has raised the issue before

Gogoi’s criticism of the coal mafia is not new. In May 2025, he called for a Central Bureau of Investigation probe into an alleged coal syndicate operating across Assam and Meghalaya.

He cited Enforcement Directorate findings from an April 2025 operation, which investigated an alleged network involving illegal coal mining and transportation. The ED action had brought renewed attention to the movement of coal across state borders.

Gogoi also questioned why stronger action had not followed earlier allegations of illegal mining. Separately, he had raised the issue in Parliament after the January 2025 Umrangso mine tragedy in Assam, when miners were trapped after water flooded an illegal rat-hole mine.

Flood crisis puts governance under pressure

Meanwhile, Assam’s flood situation has remained serious. According to a report based on the Assam State Disaster Management Authority, the death toll reached 104 by August 14, while more than 78,000 people were affected across seven districts.

More than 5,000 people were still staying in relief camps, underlining the continuing pressure on local administrations.

Gogoi has also criticised the government’s relief response. In July, after visiting flood-hit parts of Jorhat, Sivasagar and Charaideo, he called for faster relief, rehabilitation and stronger technical support.

What the coal mafia allegations mean

The central issue is whether illegal mining has been sufficiently controlled in ecologically sensitive areas. Coal extraction, quarrying and hill cutting can alter drainage patterns and weaken slopes, but the extent of their role in any specific flood requires scientific assessment.

The government has taken action against illegal mining in different cases. In Meghalaya, for example, the state government reported in February 2026 that more than 15,224 metric tonnes of illegally mined coal had been seized after a deadly mine tragedy in East Jaintia Hills.

These actions show that enforcement is taking place. However, Gogoi’s criticism focuses on whether enforcement is consistent, transparent and strong enough to prevent illegal networks from returning.

Calls for accountability continue

For the BJP governments facing the allegations, the political challenge is twofold. They must manage immediate flood relief while also addressing questions about environmental regulation and illegal mining.

Gogoi’s coal mafia charge should therefore be viewed as an opposition allegation, not a proven finding against governments or individual leaders. At the same time, documented investigations, seizures and past mining tragedies show that illegal coal extraction is a real enforcement concern in the region.

As Assam moves from emergency response towards recovery, the debate is likely to continue. Flood victims need timely assistance, while questions about land, forests and mining require evidence-based answers. For Gogoi, the two issues are now closely linked in his broader demand for greater accountability from BJP governments.
