Shree Cement project now on hold in Meghalaya

Shree Cement project in Meghalaya is now on hold as CM Conrad Sangma orders status quo and a fact-finding panel to examine concerns.

The Shree Cement project in Meghalaya has been put on hold after Chief Minister Conrad K Sangma ordered a status quo on all related work until an independent fact-finding committee examines concerns raised over the project.

Sangma announced the decision on August 26 after meeting leaders of the Khasi Students’ Union (KSU) at the state Secretariat. The review will focus on the public hearing, stakeholder participation and environmental concerns linked to the proposed cement plant in East Jaintia Hills district.

Shree Cement project work to remain suspended

The Chief Minister said no further work would proceed until the fact-finding committee completes its inquiry and submits its report. The order applies to activities connected with the proposed plant, including work being undertaken by the government.

The committee will be headed by a senior government official and will remain independent of the district administration. Its task will be to examine the issues raised by the KSU and establish the facts surrounding the project’s public hearing and related procedures.

Sangma said the government had discussed the KSU’s five-point charter during the meeting. He maintained that Meghalaya needs private investment to support economic growth, while also agreeing that the concerns surrounding the cement project should be examined.

Concerns over Shree Cement project hearing

The Shree Cement project has faced opposition from sections of local residents and pressure groups in East Jaintia Hills. A public hearing linked to the proposed integrated cement plant and limestone mining project was called off in May after protests and tension at the venue.

Reports at the time said opposing and supporting groups were present at the site. Police also reported that a stationary truck was set on fire some distance from the hearing venue. The hearing was subsequently cancelled amid the unrest.

The KSU later raised concerns about the hearing process. According to reports, the organisation alleged that some people were prevented from attending and that environmental and stakeholder issues were not adequately considered. These remain concerns raised by the group and are now subject to the government’s fact-finding process.

Panel to examine stakeholder participation

The proposed committee will look at whether relevant stakeholders were consulted during the process. It will also examine environmental concerns associated with the project and the manner in which the public hearing was conducted.

The government has not announced that the project has been cancelled. Instead, the current decision keeps the project in a holding position until the committee submits its findings. Therefore, any future decision will depend on the outcome of the inquiry and the government’s response to its findings.

Shree Cement project and Meghalaya’s investment debate

The decision comes amid a wider debate in Meghalaya over industrial investment, environmental safeguards and local participation. Sangma has previously defended the government’s position on the proposed project, saying large investments must follow statutory procedures and that the government would not bypass established rules.

In May, the Chief Minister rejected allegations that the government was attempting to push the project through without following legal requirements. He said procedures for major industrial projects must be followed irrespective of the company involved.

The proposed project has therefore become a point of discussion between the government and groups demanding greater scrutiny of industrial activity. The latest decision indicates that the administration will now allow an independent review before permitting further work.

Government seeks clarity before next step

The status quo order gives the fact-finding committee time to examine the concerns without further project activity taking place. Meanwhile, discussions between the government and the KSU are expected to continue on the issues raised in the union’s charter.

The KSU has welcomed the decision to halt work while the inquiry is conducted. The government, however, has continued to stress the importance of investment and employment while agreeing to investigate the complaints.

For now, the Shree Cement project remains on hold in East Jaintia Hills. The next significant step will come after the committee completes its review and submits its findings to the state government.
