The Assam Pradesh Congress Committee has approached the Election Commission of India seeking the removal of the Nagaon District Commissioner-cum-District Election Officer over the alleged attack on a Congress campaign convoy in Samaguri. The party says officials received advance warnings about possible security concerns before the September 21 incident at Borma Bazar.
Congress alleges that stones, eggs and bottles were thrown at vehicles carrying senior leaders during campaigning for the October 6 Nagaon Lok Sabha by-election. Two Congress functionaries were reportedly injured and several vehicles were damaged. The district administration has given a different account, describing the incident as a sudden confrontation between two groups.

Congress Approaches Election Commission
The Assam Pradesh Congress Committee submitted a representation to the Election Commission on September 23, seeking action against the Nagaon District Commissioner-cum-District Election Officer.
The party has alleged that the district administration failed to respond adequately to repeated warnings about a possible security threat to its campaign convoy.

Party Claims Advance Security Warnings
According to the Congress representation, senior party leader Rakibul Hussain had informed the Nagaon District Commissioner, Nagaon SSP and other senior police officials about the planned campaign programme.
The party said Hussain had specifically informed officials about the proposed visit of former Chhattisgarh Chief Minister Bhupesh Baghel and other senior Congress leaders.
Congress also claimed that concerns had been raised after stones and other materials were allegedly seen being collected around the Borma Bazar area.
The party said the District Commissioner assured Hussain that adequate security arrangements had been put in place. It further claimed that Hussain spoke several times with Nagaon SSP and Additional SP Rosy Talukdar regarding the situation.
Congress Alleges Attack on Convoy
The Congress said its convoy came under attack while travelling towards an election meeting in the Samaguri area.
Congress leaders alleged that stones, bottles and eggs were thrown at the vehicles. Earlier reports also said the convoy was travelling towards Lorimukh for a meeting supporting party candidate Sibamoni Bora. Hindustan Times

District Administration Gives Different Account
The Nagaon district administration has presented a different version of events.
According to the administration’s account, a sudden scuffle broke out between two groups during a Congress procession at Barma Tiniali. Stones and eggs were allegedly thrown during the confrontation.

The competing accounts have led to political disagreement over what triggered the confrontation and whether adequate security arrangements were in place.
Congress Questions Election Machinery
In its representation to the Election Commission, Congress also disputed the district election officer’s assertion that there was no clear leader behind the incident.
The party alleged that BJP leader Mujibur Rahman played a leading role in the incident. Congress further claimed that a person identified as Habibur Rahman was caught by party workers and handed over to police but was later released.
These allegations have not been independently established in the available reports.
The Congress has therefore requested an independent examination by Election Commission observers or another appropriate mechanism.
Demand for Officer’s Removal
The Congress has sought the immediate removal or replacement of the Nagaon District Commissioner from election-related responsibilities.

Congress said it enclosed the September 22 press note, video footage of the incident, photographs of damaged vehicles and photographs and medical documents concerning the reported injuries.
The representation was also copied to the Chief Electoral Officer of Assam, election observers assigned to the Nagaon by-election and the Returning Officer.
Political Dispute Over the Incident
The September 21 incident has triggered competing allegations from Congress and the BJP.
Congress leaders have alleged that BJP supporters were responsible for the attack.
