The shutdown will continue until 5 pm on October 31, according to the organisation’s announcement. CoTU has urged the state government and security agencies to take immediate action to locate the missing youths and secure their release.

CoTU Shutdown Follows Alleged Kidnapping

The Committee on Tribal Unity, a Kuki-Zo civil society organisation based in Kangpokpi, announced the shutdown following the reported abduction of two youths on October 28.

The organisation identified them as Thangginlun Chongloi, 21, son of Paominlal Chongloi, and Paoginlal Hangsing, 20, son of Haolet Hangsing. Both are residents of Taphou Kuki village.

According to CoTU, the two youths were allegedly abducted between Hengbung and Taphou Kuki village. However, the circumstances surrounding their disappearance and the identities of those responsible require further investigation.

The organisation has demanded their safe return without conditions. It has also called on the authorities to treat the matter with urgency and take effective steps to establish their whereabouts.

The CoTU shutdown reflects growing concern within the community over the safety of civilians amid continuing security challenges in Manipur.

Shutdown to Affect Daily Life in Kangpokpi

The 48-hour shutdown is expected to disrupt normal activities across Kangpokpi district. According to the shutdown notice, shops, markets, vehicles, educational institutions and government and private offices are expected to remain closed during the protest.

These restrictions could affect daily wage earners, traders, students and commuters who depend on regular transport and business activities.

However, the organisation has exempted medical services, media personnel and security forces from the shutdown. The exemptions are intended to allow essential services and security operations to continue during the protest.

Residents may face difficulties accessing routine services during the two-day period. Therefore, people are likely to need alternative arrangements for travel, shopping and other essential activities.

CoTU has called for cooperation with the shutdown as it presses for action on the alleged kidnapping. The extent of the disruption will depend on how the protest unfolds across the district.

CoTU Demands Immediate Government Intervention

Alongside announcing the CoTU shutdown, the organisation has called for urgent intervention by the state government and security agencies.

The group has expressed dissatisfaction with what it describes as an inadequate response to security incidents affecting the Kuki-Zo community. It has alleged that authorities respond more quickly to incidents involving other communities than to cases involving Kuki-Zo people.

These claims represent CoTU’s position and have not been independently established. The authorities’ response to the latest alleged abduction will be important in determining the next developments.

The organisation has urged officials to act promptly to trace the two youths and ensure their safe return. It has also raised broader concerns about the protection of civilians and the need for an impartial approach to security incidents.

Meanwhile, the immediate priority remains establishing what happened to the missing youths. Their safe recovery would be a significant step towards addressing the concerns that prompted the shutdown.

Security Concerns Add to Manipur’s Tensions

The latest protest comes against the backdrop of continuing insecurity and strained relations between communities in parts of Manipur.

Kangpokpi has witnessed repeated shutdowns called by CoTU over security incidents, alleged killings and concerns about the protection of Kuki-Zo residents. Such protests can bring commercial activity and transport to a halt while placing additional pressure on the administration to respond.

However, shutdowns can also impose hardships on residents who rely on daily income, public transport and access to essential services. Maintaining emergency access remains particularly important during periods of heightened tension.

The current agitation centres on the alleged kidnapping of the two youths. Authorities will need to establish the facts, investigate the incident and communicate verified developments to the public.

CoTU Shutdown May Intensify Without Safe Release

CoTU has warned that it could intensify its agitation if the two youths are not released safely and unharmed. The organisation has also held the government and those allegedly responsible accountable for the consequences of failing to secure their release.

The warning places additional pressure on the authorities to respond while preventing further tension in the district. Any escalation could deepen uncertainty for residents and disrupt normal life beyond the announced shutdown period.

For now, the CoTU shutdown is scheduled to continue until 5 pm on October 31. The situation will depend on developments in the search for the missing youths and the administration’s response to the organisation’s demands.

A prompt investigation, clear communication and efforts to secure the youths’ safe return will be central to addressing the immediate concerns. Authorities will also need to ensure that civilians can access essential services throughout the shutdown.
