Dima Hasao became the focus of Assam’s development narrative on October 30 as Chief Minister Himanta Biswa Sarma linked a major industrial investment with the anniversary of the 2008 serial bomb blasts. He performed the Bhumi Pujan for a Rs 1,800-crore cement project at Umrangso.

The ceremony brought together the state’s industrial ambitions and a date that remains deeply significant for families affected by the blasts. On October 30, 2008, coordinated explosions across Assam killed 88 people and injured more than 500. Sarma described the contrast between that tragedy and the industrial project as evidence of a change in the state’s direction.

Dima Hasao project marks a symbolic date

In a social media post on Friday, Sarma recalled the attacks and highlighted the significance of returning to the hill district on the same date. “Same date but two different eras. A new Assam has risen,” he wrote.

The Chief Minister said he was travelling to Dima Hasao after chairing review meetings that continued until 1.30 am. He described the cement project, alongside other investments planned across Assam, as a tribute to those who died in the 2008 blasts.

Sarma said the state should move beyond violence and create conditions in which people can live peacefully and pursue opportunities. The remarks linked the ceremony with security and development.

Rs 1,800-crore cement investment at Umrangso

JK Lakshmi Cement is developing the project at Umrangso in Dima Hasao. Sarma said the first phase involves Rs 1,800 crore and is expected to create more than 1,000 jobs.

It is also linked to the state’s Advantage Assam 2.0 investment initiative, under which the company signed a memorandum of understanding.

According to Sarma, the project moved from the investment agreement to the foundation-stone stage in around 20 months. The government sees this as progress in turning investment commitments into projects.

However, the foundation ceremony does not mean the plant is operational. Construction and the eventual start of production will determine when the proposed jobs and economic benefits reach the district.

Dima Hasao’s shift from conflict to investment

The Chief Minister connected the project to changes in the security situation in Dima Hasao. The district has experienced insurgency and disruption.

A peace agreement signed in 2023 with Dimasa groups formed part of efforts to address the conflict. Sarma has described improved stability as an important factor in attracting industrial investment.

The project reflects an effort to expand industrial activity beyond Assam’s larger urban centres and create opportunities in a region that has faced prolonged challenges.

Still, the long-term impact will depend on implementation. Local employment, infrastructure, responsible resource use and benefits for nearby communities will be important measures of the project’s impact.

Remembering the victims of the 2008 Assam blasts

On October 30, 2008, nine explosions struck Guwahati, Kokrajhar, Barpeta Road and Bongaigaon.

The blasts killed 88 people and injured more than 500. The attacks were attributed to the Ranjan Daimary faction of the National Democratic Front of Bodoland.

A special CBI court convicted 15 people in January 2019. In 2022, the Gauhati High Court upheld several life sentences and acquitted some of the accused.

Sarma paid tribute to those who died and said Assam should remain peaceful and prosperous. His October 30 message connected their memory with the state’s development ambitions.

Dima Hasao faces the test of delivery

The Rs 1,800-crore investment gives Dima Hasao a major industrial project to look forward to. The government links the investment to improved security and investor interest.

However, the real measure of change will emerge over time. The project must move from a foundation ceremony to construction, production and tangible benefits for local people. Its promised jobs and wider economic impact will need assessment as work progresses.

For now, October 30 carries two contrasting reminders for Assam: the loss caused by the 2008 blasts and the promise represented by a new industrial investment. Sarma has presented the cement project as a symbol of the state’s movement towards peace and growth. Whether that promise creates lasting opportunities in Dima Hasao will depend on what follows the ceremony.
