Manipur CM Yumnam Khemchand Singh Pushes for Return of IDPs, ₹2.19 Crore Aid Distributed in Imphal

Manipur Chief Minister Yumnam Khemchand Singh said on October 5 that the state government is working to help internally displaced persons (IDPs) return to their homes. He said the government is also holding talks with civil society organisations to reduce the trust deficit created by the ongoing crisis. The Chief Minister made the remarks during a Seva Sankalp Abhiyan programme at the City Convention Centre in Imphal. During the event, authorities distributed welfare assistance worth ₹2.19 crore to eligible labour card holders. The programme placed special focus on IDPs living in relief camps.

Government Works on IDP Return

Chief Minister Khemchand said the government wants to create conditions that will allow displaced people to return to their respective homes.

He acknowledged the difficulties faced by people living in relief camps. According to him, staying away from home for a long period has created serious emotional and financial challenges.

The Chief Minister also said the crisis has affected innocent people in both the hills and the valley.

Talks Aim to Reduce Trust Deficit

Meanwhile, the state government has held several rounds of discussions with civil society organisations.

Khemchand said these talks aim to reduce the trust deficit between communities and create a more suitable environment for the return and rehabilitation of IDPs.

The government is also meeting representatives of displaced people regularly to understand their concerns and address their grievances.

₹2.19 Crore Welfare Assistance Distributed

The government distributed financial assistance worth ₹2.19 crore during Monday’s programme.

Around 2,531 beneficiaries received ₹1.42 crore under the Special Scheme for Financial Assistance for Education of Children Staying in Relief Camps.

Additionally, eight beneficiaries received around ₹19 lakh under the Immediate Assistance in Case of Accident or Accidental Death scheme.

Another 194 beneficiaries received ₹58.20 lakh under the Natural Death Benefit scheme.

The Manipur Building and Other Construction Workers’ Welfare Board (MBOCWWB) provided the assistance through its welfare schemes.

CM Urges IDPs to Register for Benefits

Khemchand said many displaced families left their homes with limited belongings and now depend on government support for essential needs.

The government currently provides assistance to around 2,531 IDPs through Direct Benefit Transfer (DBT).

He urged displaced people who have not yet registered for the scheme to contact the concerned authorities and complete the registration process.

Focus on Education of Displaced Children

The Chief Minister also highlighted efforts to support the education of children living in relief camps.

He said the government is working to ensure that IDP children benefit from Mission Pathshala.

The initiative aims to help children continue their education despite the disruption caused by displacement.

Imphal-Guwahati Bus Service Helps Passengers

Khemchand also highlighted the resumed Imphal-Guwahati bus service via Dimapur.

According to the Chief Minister, the service has reduced travel costs for students studying outside Manipur and sportspersons travelling for competitions.

He said airfares remain expensive, while around 450 to 500 passengers use the bus service every day.

Therefore, the public transport connection has provided an affordable travel option for many residents.

Ministers and Officials Attend Programme

Rajya Sabha MP Adhikarimayum Sharda Devi said helping needy people remains a government priority and welcomed the welfare initiatives.

Tourism and Art & Culture Minister Khuraijam Loken Singh, several MLAs, Chief Secretary Rajeev Singh Thakur, the MBOCWWB chairperson and senior officials also attended the programme.

Khemchand became Manipur Chief Minister in February 2026 after the end of President’s Rule. Since taking office, he has repeatedly highlighted efforts to rebuild trust between communities and support the rehabilitation of displaced people.

Seva Sankalp Campaign Continues

The Manipur government is observing the Seva Sankalp Utsav/Abhiyan from September 17 to October 17, 2026.

During the campaign, different departments are conducting welfare activities and public-service programmes across the state.

The government has used the campaign to expand access to welfare schemes and reach vulnerable sections of the population.
