The Manipur government has released ₹5.88 crore in festival assistance for 58,863 internally displaced persons (IDPs), providing financial support ahead of Diwali and Ningol Chakouba. The Manipur IDP relief package offers ₹1,000 to each eligible beneficiary across the state.
The assistance comes as thousands of people continue to face displacement following the ethnic violence that erupted in Manipur on May 3, 2023. The latest financial support aims to help affected families meet some of their needs during the festive season.
Manipur IDP Relief Covers 58,863 Beneficiaries
According to the government, a total of ₹5,88,63,000 has been released from the State Emergency Fund for the special festival assistance programme. The amount covers 58,863 eligible internally displaced persons, with each beneficiary entitled to receive ₹1,000.
The government has arranged the transfer through the Direct Benefit Transfer (DBT) system. It has also transferred the funds through the banking system to the designated accounts of Deputy Commissioners across 10 districts.
These districts include Imphal West, Imphal East, Churachandpur, Thoubal, Ukhrul, Kakching, Kangpokpi, Tengnoupal, Jiribam and Bishnupur.
The Deputy Commissioners have been directed to ensure that eligible beneficiaries receive the assistance on time. However, officials must complete the required verification before distributing the funds.
The district-level arrangements are intended to help authorities manage the distribution and ensure that the financial support reaches the intended recipients.
Festival Assistance Aims to Support Displaced Families
The financial assistance has been announced in view of two important festivals celebrated in Manipur: Diwali and Ningol Chakouba. Both occasions hold considerable cultural and social significance for communities across the state.
Ningol Chakouba is particularly important in Manipuri society. The traditional festival celebrates the relationship between married women and their parental families. It brings relatives together for family gatherings, meals and the exchange of gifts.
Diwali, meanwhile, is celebrated by communities across India as the festival of lights. Families traditionally mark the occasion through prayers, celebrations and social gatherings.
For displaced families, however, celebrating festivals can be difficult because many continue to live away from their original homes. The loss of property, disrupted livelihoods and separation from familiar surroundings have created additional challenges.
Therefore, the ₹1,000 assistance is intended to provide some financial support during the festive period. Although the amount cannot address the wider difficulties faced by displaced households, it offers eligible recipients additional resources for immediate needs.
Manipur IDP Relief Comes Amid Ongoing Rehabilitation Efforts
The latest Manipur IDP relief announcement also highlights the continuing challenge of rehabilitating people displaced by the state’s prolonged ethnic crisis.
The violence that began on May 3, 2023, forced thousands of residents to leave their homes. Many families sought shelter in relief camps and temporary accommodation across different districts.
Since then, the state and central governments have introduced several measures to support affected residents. These initiatives have included financial assistance, relief camp operations, housing support and rehabilitation programmes.
In January 2026, the state government outlined its roadmap for the gradual and secure resettlement of internally displaced families. The plan identified housing, education, livelihood opportunities and the restoration of normal community life as important priorities.
The government also reported progress in returning displaced families to their homes. However, rehabilitation remains a complex process that requires sustained administrative support and suitable living conditions.
Moreover, rebuilding houses alone cannot resolve every difficulty. Families also need access to employment, education, healthcare and essential services to rebuild their lives.
Government Releases Funds Across 10 Districts
The decision to route the festival assistance through Deputy Commissioners places district administrations at the centre of the distribution process.
The authorities in the 10 districts will oversee the necessary verification and ensure that eligible beneficiaries receive the financial support. This arrangement also allows officials to coordinate the distribution at the local level.
The government has specifically instructed Deputy Commissioners to complete the process without unnecessary delays. Timely transfers remain important because the assistance has been announced in connection with the festive season.
Additionally, the use of DBT is intended to facilitate the transfer of financial assistance to beneficiaries through the banking system. Proper verification will remain necessary to prevent errors during distribution.
The release of ₹5.88 crore represents a targeted financial measure rather than a comprehensive rehabilitation package. Nevertheless, it forms part of the broader support required by people who continue to experience the effects of displacement.
Sustained Support Remains Important for Rehabilitation
Overall, the latest Manipur IDP relief allocation provides timely financial assistance to thousands of displaced residents during an important festive period.
However, the larger challenge remains restoring stability and enabling affected families to return to normal life. Continued support for housing, livelihoods, education and essential services will remain important for long-term rehabilitation.
The latest release therefore represents another step in the government’s efforts to assist displaced people as Manipur continues to address the consequences of the 2023 violence.
