Mizoram Assembly Passes Fireworks Regulation Bill 2026

The Mizoram Legislative Assembly has passed the Mizoram Regulation of Fireworks Bill, 2026, introducing new rules for the use, possession and sale of fireworks across the state. Home Minister K. Sapdanga introduced the Bill, which requires residents to obtain prior permission from the Deputy Commissioner before using or possessing fireworks.

Mizoram Introduces Permission-Based Fireworks Rules

The Mizoram Assembly passed the Bill on Tuesday, creating a statutory framework to regulate fireworks across the state.

Under the new framework, people must obtain permission from the concerned Deputy Commissioner before they discharge, set off or use fireworks. The same requirement applies to keeping or possessing fireworks.

However, the legislation does not impose a complete ban. Instead, it introduces a permission-based system that applies throughout the year.

The move could have a major impact during Christmas and New Year celebrations, when people in Mizoram commonly use fireworks.

Three-Tier Monitoring System

The Bill creates a three-level monitoring mechanism to oversee fireworks-related activities.

At the top, a High-Level Committee will oversee the overall implementation of the law. The Home Minister will head this committee.

At the district level, District Supervisory Committees will operate under the leadership of the respective Deputy Commissioners.

Meanwhile, Local Supervisory Committees will include representatives from Village or Local Councils, police and other relevant stakeholders. These committees will monitor compliance at the local level.

Rules for Fireworks Sales

The legislation also introduces conditions for commercial fireworks sales.

Businesses can sell fireworks only from premises that hold a valid licence under the Explosives Act, 1884, and the rules made under that law.

Authorities can take action against unauthorised sellers. They can also cancel relevant commercial licences when violations occur.

The Bill further empowers authorities to search premises and seize fireworks when they suspect violations.

Penalties for Violations

People who violate the rules governing fireworks use could face imprisonment of up to three months, a fine of up to ₹50,000, or both.

For public servants, the penalties are stricter. A violation could lead to imprisonment of up to six months and/or a fine of up to ₹1 lakh.

Unauthorised fireworks sales will also attract penalties and may result in cancellation of the seller’s licence.

Why Mizoram Introduced the Bill

The government cited air pollution, noise pollution, public health and environmental concerns while explaining the need for the legislation.

According to the Statement of Objects and Reasons, existing laws did not adequately address Mizoram’s specific requirements.

The government will now frame detailed rules to explain how people can obtain permissions and how authorities will monitor and enforce the new provisions.
